The mission of the Ministry of Posts, Telecommunications and the Digital Economy is to design, develop and implement Government policy in the fields of Posts, Telecommunications and the Digital Economy, and ensure follow-up. As such, it is particularly responsible for:

• To draw up legislative and regulatory texts in the fields of post, telecommunications, information and communication and digital technologies, and to ensure their application;
• To develop and promote telecommunications/ICT, digital and postal networks and services, for public and private use;
• Develop and implement the national digital agenda;
• To promote the digital economy;
• To grant concessions and licenses in the fields of posts, telecommunications and the digital economy;
• To develop and promote incubators and small and medium-sized enterprises in the fields of post, telecommunications and digital;
• To build and deploy public and mixed telecommunications/ICT and digital infrastructures and equipment;
• To increase the contribution of posts, telecommunications/ICT and digital to the national economy;
• To promote cyber security on the national territory;
• To contribute to the fight against cybercrime, including for the protection of children online;
• To ensure compliance with the principles of public service and access to universal service, in the fields of Posts, Telecommunications/ICT and Digital;
• To promote research and innovation in the fields of Posts, Telecommunications/ICT and Digital;
• To promote the protection of personal data in the Republic of Guinea, and to contribute to the monitoring and compliance with the legislative and regulatory rules in force in the matter;
• To ensure the strengthening of human and institutional capacities in the fields of Posts, Telecommunications / ICT and Digital;
• To ensure the digitization of the State and all of its branches, including with regard to electronic governance and the computerization of the State and its said branches;
• To participate in the development and conclusion of sub-regional, regional and international conventions, agreements and treaties relating to Posts, Telecommunications / ICT and Digital, and to ensure their implementation;
• To promote and contribute to the development of electronic transactions in the Republic of Guinea;
• To take into account the environmental dimension in the programs and projects of the Department;
• To promote gender and equity in the activities of the Department, and among the entities and other services of the Department;
• To develop the national digital master plan and the territorial master plans for digital development, by involving all the actors concerned at the central, decentralized and decentralized levels;
• To participate in sub-regional and international meetings dealing with issues relating to the fields of Posts, Telecommunications, Information and Communication Technologies and Digital.
