Independent jurisdiction (§ 2 para. 1 et seq. § 14 et seq. of Act No. 129/2000 Coll., on Regions, as amended by later regulations, hereinafter referred to as the Act on Regions"), is the authority of a region to administer matters relating to dispositions by its own decisions with its property and its administration, the budget of the region, the development of the region, cooperation of the region with municipalities, other regions, other legal and natural persons and territorial self-governing units of other states and the regulation of the rights and obligations of legal and natural persons on the territory of the region by generally binding decrees. jurisdiction, the region is bound by laws and other legal regulations issued on the basis of the law. The independent jurisdiction of the region is exercised by the regional council, or the council (Sections 35 and 36 and § 59 of the Act on Regions). The transferred competence (Section 2, paragraph 2, hereinafter, § 29 et seq. In the performance of state administration in the transferred competence, the region decides on the rights and obligations of legal entities and natural persons and in other matters regulated by laws and other legal regulations, or by government resolutions and directives of central administrative authorities issued or adopted on the basis of law. The transferred authority is exercised by the regional authority, unless its performance is entrusted by law to the council, council or special body (§ 67 of the Act on Regions).
