This report analyses Germany’s official development assistance (ODA) disbursements for 2023 and forward-looking commitments for 2026–2027. The analysis is based on data extracted from the OECD Development Assistance Committee (DAC) databases and the International Aid Transparency Initiative (IATI) registry. Provisional forward-looking Official Development Assistance/Gross National Income ratios are based on Federal Ministry for Economic Cooperation and Development (BMZ) budget documents and the International Monetary Fund’s growth projections.
● Disbursements (2023): Figures on bilateral and multilateral ODA flows by sector, region, and recipient country were drawn from the OECD DAC1 database and the Creditor Reporting System (CRS), and were supplemented with official data published by Destatis.
● Commitments (2026–2027): Forward-looking allocations by country and sector were obtained from the IATI registry, reflecting data published by BMZ, the Federal Foreign Office and its implementing agencies.
All financial data is presented in United States Dollars (US$) as reported in the source databases. No additional currency conversions or deflators were applied.
All figures and findings presented in this report reflect information available in the OECD and IATI databases as of September 2025.
