  1. The International Centre for Food and Agriculture Strategic Development and Research (ISCAD) has received financing from the World Bank toward the cost of the Agriculture Modernization Project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include the developing an Integrated Land Management information system using modern technologies for the Ministry of Agriculture to achieve the goals of the concept in the framework of the Agriculture modernization project.
  2. ISCAD now invites consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Consultants may team up with other firms to improve their skills, but should clearly indicate whether the association is a joint venture and/or a sub-consultant. In the case of a joint venture, all joint venture partners will be jointly and severally liable for the entire contract, if any.
  3. The consulting services (“the Services”) include developing an Integrated Land Management information system using modern technologies for the Ministry of Agriculture according to the Terms of Reference. The Terms of Reference shall be sent upon request to e-mail: amcp@rra.uz.
  4. Consulting firms should provide comprehensive information demonstrating their qualifications and experience in performing such services (information on organization, key personnel, past experience, a list of past and present tasks of a similar nature, and any other information that may demonstrate the consultant’s ability to perform the task satisfactorily).

We, the undersigned, certify to the best of our knowledge and belief:

  • Ensuring assignment resulting from our work product under this assignment, our firm, JV member or sub-consultant, and the expert(s) will be disqualified from short-listing and participation in the assignment.
  • The lead entity and JV member or sub-consultant are NOT currently sanctioned by or other MDBs. Neither the consulting firm nor the JV member or sub-consultant has ever been convicted of an integrity-related offense or crime related to theft, corruption, fraud, collusion or coercion.
  1. Shortlisting criteria:

The company participating in the selection must meet the following requirements:

  • at least 5 years of experience in the development of integrated information systems;
  • having ISO certificate for information technology;
  • experience in the implementation of at least 2 contracts executed over the past 3 years with a total cost of at least 3.0 million US dollars for the development of integrated information systems;
  • experience in implementing similar projects is encouraged;
  • experience in the implementation of contracts under projects with the participation of IFI funds is encouraged.

Key experts will not be evaluated at the stage of shortlisting.

  1. The Consultant will be selected through a selection method based on cost and quality (QCBS) in accordance with the World Bank’s Procurement Regulations for IPF Borrowers – Procurement in Investment Project Financing Goods, World, Non-Consulting and Consulting Services, July 2016 (“the Regulations”).
  2. The attention of interested Consultants is drawn to paragraph 3.16 and 3.17 of  the Regulations setting forth the World Bank’s policy on conflict of interest. 
  3. Expressions of interest shall be delivered in writing to the address below (in person or by e-mail) till 18:00 (Tashkent time) by September 20, 2022 along with information.
