Description : GGGI for its project in Colombia is seeking proposals from interested parties described below:

In Colombia, we are currently undergoing the second phase of the Green Growth Program sponsored by the Kingdom of Norway. The principal aimed impact of the Program is to reduce deforestation and secure the provision of ecosystem goods and services, improve climate change mitigation and adaptation, and sustained and socially inclusive green growth. To achieve it, we look to scale up sustainable production systems and promote the implementation of restoration efforts from degraded land to socially inclusive and sustainable productive systems under a landscape approach. To reach this goal, GGGI has developed the Project Preparation Technical Assistance Facility (PPTAF).

The PPTAF aims to facilitate the preparation of investment-ready forestry, nature-based tourism, livestock (cattle), and NTFPs projects by improving the quality of project proposals, making them bankable and attractive for funding by the private sector investors, development finance institutions, and national and subnational governments.

Under the framework of this instrument, GGGI is supporting a local partner who aims to scale its model by pursuing an integrated-production strategy and developing a new production cluster of ultra-high-quality cocoa. To achieve it, the local partner has identified the following actions to promote the ecosystem development:

• Support and accompany smallholders to create a community capable of producing high-quality cocoa.
• Facilitate alliance with local credit organizations and set up special vehicles to mobilize private capital.
• Expand nursery facility to distribute cocoa seeding.
• Develop a technological traceability system to ensure quality and achieve reforestation and conservation goals.
• Prepare technical assistance material and trainers that will support plantation implementation and monitoring.

To achieve it, the local partner established a project that has the following three components in its first phase:

1. Land studies. Carry out studies of soils and surface and underground water sources as key agroecological factors of the project.
2. Conduct land census. Identify forests, areas with a productive vocation, and the existing cocoa trees and their age for potential replacement by the species provided by the local partner.
3. Financial structuring. Estimate for each producer, according to a personalized investment model, the investment needs for their farm maintenance costs, and the expected income.

The objective within the first phase is to allow the implementation of cocoa-based agroforestry arrangements by small producers in Antioquia. The target is to reach at least 450 small producers and impact at least 1350 hectares.

Therefore, GGGI is seeking Consultancy Services to build a roadmap for the local partner to sustainably seize the opportunity for smallholders to implement the same sustainable practices and agroforestry model in their own land in order to increase the available raw material that the local partner needs to reach a higher level of clients and or revenue.

Specifically, the Successful Service Provider shall:

• Evaluate the performance of the local partner model to understand its limitations
• Identify and characterize the initiatives that the local partner shall undertake to seize the opportunity of new smallholders
• Project the expected financial and impact performance of the local partner after roadmap implementation
• Build a business case to present the activities that the local partner shall follow to successfully include more smallholders
• Build marketing documents to present the business plan

Important Dates and Timelines:
The project is expected to be completed within 20 weeks from the start date.
The deadline for proposals is October 7, 2022, 16:00 Hrs KST (Korean Standard Time).

HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. ONLINE TENDER MANAGEMENT

Select the 2nd tab (`Tender Documents`) where you will find useful information regarding the RFP. Scroll down to the heading ‘Tender Documents Received’ where you will be able to view / download the documents.

OPTING IN & OPTING OUT:
Please note that you may be required to ‘Opt In’ before you can start populating your response. The ‘Opt Out’ functionality will also be available throughout the duration of the tender process. Opting out will give you the option of declaring you no longer want to receive any further communication in relation to this tender along with the opportunity of providing comments and feedback for this decision. You can choose to ‘Opt In’ at any time during the tender process if you initially decided to ‘Opt Out’.

SUBMITTING YOUR RESPONSE VIA THE PORTAL:
Please note that you may be required to ‘Opt In’ to be able to submit a response through the portal. Tenderers will be required to upload any mandatory Placeholders (i.e. specified documents) within the `Tender Documents` tab. The ability to attach additional documents may also be available. Your proposal will not be submitted until you click `Submit Return`, located towards the bottom of the screen.
