  1. The Government of Liberia has received a grant equivalent to USD 47 million from the International Development Association (IDA) to implement the Improving Results in Secondary Education (IRISE) Project, hereinafter “the Project”. The Project duration is four years.  The Ministry of Education (MoE) is the IRISE implementation agency responsible for project execution and results monitoring. The implementation is overseen by the Ministry’s Senior Management Team (SMT).  The Ministry of Education intends to apply part of the proceeds from the grant toward payments under the contract(s) for Supply, Delivery and Installation of 160No. Laptop Computer and 160No. Printers for the Female Guidance Counselors Program under Sub-component 2.2 of the IRISE Project. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
  1. The Ministry of Education now invites sealed bids from eligible bidders for the Supply, Delivery and Installation of 160No. Laptop Computer and 160No. Printers as detailed in the below:

  1. There will be no margin of preference.
  1. Bidding will be conducted through Open National Competitive Procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” July 2016 and revised November 2017 and August 2018 and Fourth Edition, November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations that must have the following:
  1. All Bidders should quote for both Item 1 and Item 2 in their Bid as a single Lot for a single contract. Any Bidder that quote for only Item 1 or 2 shall be treated as incomplete bid. A Bidder must as well demonstrate that it meets the qualification criteria for the supply, delivery and installation of both Items 1 and 2.
  1. Interested eligible Bidders may obtain further information from the Office of the Project Coordinator, IRISE at the Ministry of Education and inspect the Bidding document during office hours at the Office of the Project Coordinator, IRISE at the Ministry of Education from 0900 to 1700 hours’ local time on working days at the address given below.
  1. The Bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the email address procurement.irise@gmail.com  below and upon payment of a nonrefundable fee of Hundred United States Dollars (US$100.00) or its equivalent in a freely-convertible currency per Bid. The method of payment will be cashier’s check from any reputable bank in Liberia or direct deposit to IRISE Account at:

Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below 10:00 hours Local Time on November 7, 2022.
  1. All Bids must be accompanied by the required Bid Security of Five Thousand Five Hundred United States Dollars (US$5,500.00).
