ASSIGNMENT TITLES: Consultancy Services for the development of Corporate Strategic Plan

The Government of the Republic of Ghana has received financing from the World Bank toward the cost of the Ghana Jobs and Skills Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

Recruitment Of 1No. Consultant to develop TVET Strategic Plan for the TVET Sector & Corporate Strategic Plan for the Commission for TVET

Acknowledging the importance of TVET and Skills development by the Government, a “Strategic Plan for TVET Transformation” was developed for the period 2018 – 2022 to complement the CTVET’s Corporate Strategic Plan for 2017 -2021.

The implementation of the Strategic Plan for TVET 2018 – 2022 is in its fifth and final year and needs to be renewed with a 2023 to 2027 version and the same for  CTVET’s Corporate Strategic Plan. The development of a new Strategic Plan is part of the outputs to be delivered under the Ghana Jobs and Skills Project (GJSP).

The assignment is expected to take approximately 90 days from the contract’s signing date.  The consultant will work closely with the Coordinator, Policy, Planning, Projects, Research, Monitoring and Evaluation (PPPRME) and a team at CTVET Secretariat, and report to the Director General of CTVET.

The project comprises five (5) components namely:

  • Component 1:  Provision of apprenticeship training for jobs 
  • Component 2:  Provision of entrepreneurship and micro and small enterprise support for jobs
  • Component3: Operationalization of the Ghana Labor Market Information System,   upgrading of district PECs and services, and independent performance reviews of Government youth employment and skills development programs
  • Component 4: Capacity development, technical assistance, and project management    support for enhanced skills and jobs impact
  • Component5:   Contingence emergency response component

The Developmental Objective of the project is to support Skills Development and Job creation in the Country. 

The Commission for Technical and Vocational Education and Training (CTVET) now invites eligible individual Consultants to submit their CVs and indicate their interest in providing the Service. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  1. The Consultant must be a Ghanaian national residing in Ghana
  2. A minimum of a master’s Degree in Development Studies or a related field
  3. Should have a strong background in Research and the use of SPSS or Stata
  4. A minimum of five years practicing in the TVET sector
  5. Experience on a World Bank project.
  6. Ability to work effectively in a Team.
  7. Excellent communication skills, both written and oral.
  8. English fluency, both in writing and speaking.
  9. Ability to speak one local language.
  10. Ability to prepare well-composed reports within tight deadlines.

REQUIRED DOCUMENTS

The application should include the following documents:

· An updated CV

· Copies of relevant certificates (university degrees, professional, etc.)

KEY RESPONSIBILITIES

Specifically, the Consultant is expected to:

  1. Develop a concept note which will illustrate the approach the Consultant will deploy for the successful delivery of the expected outputs.
  2. Review both the Corporate Strategic Plan and the Strategic Plan for TVET Transformation 2018-2022. This will require a lot of consultation with stakeholders in the TVET landscape.
  3. Draft a Corporate Strategic Plan for CTVET for 2023 – 2027.
  4. Draft a Strategic Plan for TVET Transformation for 2023 -2027.
  5. Facilitate the validation workshops to produce the two documents.
  6. Finalize the two documents after the validation.
  7. Do documentation of the processes, tools and approaches used to produce the deliverables.
  8. Submit two (2) hard copies of the document and a soft copy in Microsoft -Word on a Compact Disk

The Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations for IPF Borrowers (Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services [July 2016 Revised November 2017, August 2018 and November 2020]).
