The Government of Kenya has received financing from the World Bank toward the cost of the Kenya Climate Smart Agriculture Project and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Consultancy Services for Undertaking Project Completion Report (PCR).

The Assignment Objectives and Deliverables

The Government of Kenya is seeking for qualified and experienced consultant(s) to work with KCSAP team to prepare the PCR. The main objective of this assignment is to assess whether the project achieved its intended objectives and outcomes; and document key lessons learnt from its implementation. In due course, the consultant will review key documents, meet with the Government officials, Financier, and a range of stakeholders to seek their views, undertake field trips, and prepare the PCR.

The Kenya Climate Smart Agriculture Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Shortlisting criteria

  • Been registered and operating for 5 years.
  • Proven similar experience with the World Bank funded projects in the past 5 years.
  • Demonstrated experience and skills of at least five years’ in social development or related fields.
  • Demonstrated experience and skills of at least five years in project completion report documentation in similar or related donor funded projects.
  • At least 5 years’ professional experience in design, review and evaluation of agricultural projects.
  • At least three years’ experience in design of IRR/ERR models for agriculture investment projects
  • At least five years’ experience in agriculture and rural development, review and evaluation of agricultural projects and programmes .

Key experts will not be evaluated at this stage.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The attention of interested Consultants is drawn to paragraphs 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans and IDA Credits & Grants) by the World Bank Borrowers (of January 2011 and revised in July 2014 (‘’ Consultant Guidelines’’), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants.
