  1. The Government of Egypt (The Borrower) has received financing from the World Bank toward the cost of the Emergency Food Security and Resilience Support Project and intends to apply part of the proceeds toward payments under the contract for Wheat cargo of 30 or 40 or 50 or 55 or 60 thousand Mt +/- 5% at Seller's option on C&F basis from latest crop 2022. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.”

2.         The General Authority for Supply Commodities (GASC) now invites sealed Bids from eligible Bidders for Wheat cargo of 30 or 40 or 50 or 55 or 60 thousands Mt +/- 5% at Seller's option on C&F basis from latest crop 2022 for wheat shipment during the period from 1 to 15 February 2023

3.         Bidding will be conducted through international competitive procurement using a Request for Bids (RFB)  as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” -November 2022 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4.         Interested eligible Bidders may obtain further information from General Authority For Supply Commodities, Email : gasc@msit.gov.eg   and inspect the bidding document during office hours 0900 to 1900 hours at the address given below.

5.         The bidding document in Arabic may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of non-refundable fee of 505 L.E currency. The method of payment will be in cash. The document will be delivered hand-to-hand to the bidder's representative who pays for it Physically.

6.         Bids must be delivered to the address below before 12 noon Cairo local time on December,27,2022. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address on 12 noon Cairo local time December,27,2022

7.         All Bids must be accompanied by a “Bid Security” of 400000 USD per shipment 50 or 55 thousand Metric tons and 200000 USD per shipment 30 or 40 thousands Metric tons. A Bid Security for each additional shipment must be provided if more than one shipment is to be awarded.

8.         Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
