Assignment Title: Consulting services for training in cyber security for magistrates and clerks

Reference No.: CS-5-1-1

The Government of Romania has received financing from the World Bank toward the cost of the Justice Services Improvement Project, and intends to apply part of the proceeds for consulting services to conduct training in the cyber security field for magistrates, judicial assistants and clerks at the level of all national courts.

The consulting services (“the Services”) include:

    1. Elaborate the training curricula;
    2. Elaborate the training materials comprising the topics listed in the Terms of Reference;
    3. Elaborate the training schedule/plan;
    4. Conduct the training according to the approved training schedule.

The Consultant will exercise his task in a period of approximate 9 months out of which 6 months for conducting the training and the last month for processing the final payment. The estimated budget is of maximum 230,000 EURO (VAT included).

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Ministry of Justice - Department for Implementation of Externally Financed Projects (DIEFP) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

  • Solid expertise in training activities in the field of cyber security, with a minimum of 4 years of practical experience in this area – 40 points;
  • Experience in drafting curricula and training schedules – 30 points;
  • Experience in drafting training materials – 30 points.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Least Cost Selection method set out in the Procurement Regulations.
