Assignment Title: Conduct a Comprehensive Evaluation Study of the Economic, Administrative and Promotional Performance of Development Zones and Free Zones

The Ministry of Planning and International Cooperation (MoPIC) of Jordan has received financing from the Multi Donor Trust Fund (MDTF) toward the cost of the Strengthening Reform Management in Jordan and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include:

  • Conducting a comprehensive evaluation of the Institutional and Regulatory framework (economic, administrative, and promotional performance) of the current development areas.
  • Re-engineering the procedures for investing in current Development areas.
  •  Evaluating the performance of the development companies supervising Development Areas in order to improve all the services provided to investors, including the assessment of the performance of the regulator.
  • Assess the existing zone policy and its appropriateness taking into consideration the Key elements of a best-practice policy framework such as (Concept of extra-territoriality, Private zone development, Zone designation criteria and its current location, Eligibility criteria, Labor regime).
  • Assess the costs, benefits and impacts of the incentive regime (fiscal and non-fiscal)), and the WTO compliance of the available incentives.

MoPIC now invites eligible international Consulting companies specialized in evaluating the performance of special economic zones and developing their economic, investment and logistical performance to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

1.   The Firm Profile (the Bidder (and sub consultants)) should have at least 8 years of a proven track record in relevant experience.

2.   The Firm shall be submitted highlighting worldwide experience, experience in the Middle East, and experience in Jordan as well as six key demonstration similar projects.

3.   The Firm should demonstrate a proven track record in Technical and managerial capability and Administrative structure.

. Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (“Procurement Regulations”), revised November 2017 and August 2018 setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Least Cost Selection method set out in the Procurement Regulations.
