The Federal Government of Somalia has received financing from the World Bank toward the cost of Somalia Crisis Recovery Project and intends to apply part of the proceed for consulting services.

The consulting services include (i) undertake an assessment of the Federal and Federal Member States’ Ministries of Agriculture & Irrigation (MoAI’s) and related agencies; (ii) determine the training needs of the staff of MoAIs and Agencies participating in the above assessment; and (iii) prepare a project document that describes how priority capacity development strategies will be implemented and training needs addressed across Federal and Federal Member States MOAIs in a way that will enable the MOAIs to advance and accelerate the implementation of their strategic plans as well as flagship programs and the development of medium and large-scale agricultural projects with clear prioritization of interventions for the next three-four years. The Consultant will undertake all the specific tasks detailed in the Terms of Reference.

The consultant service is expected to be conducted and reports delivered within 12-months from commencement.

The Ministry of Finance now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).  The short-listing criteria are as follows:

  1. Core business of the firm and years in the business (not less than 7 years in institutional capacity building development).
  2. Experience of similar assignments in assessment, development and implementation of institutional capacity building and providing clear recommendation for short-, medium- and long-term institutional development plan for public sector institutions;  not less than 7 years’ experience in carrying out technical institutional capacity assessment, human resource development, strategic planning and polices development, The firm should have proven experience in planning, implementation and management of programs related to agriculture stakeholder engagement and consideration of safeguards and procurement aspects. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount, and financing sources.
  3. Experience of having worked on similar assignments in developing countries and environment similar to that of Somalia; and
  4. The technical and managerial capability of the firm for the nature of the assignment. (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CV of staff). Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018 and November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in the Procurement Regulations.
