Assignment Title: Selection of a consulting firm for developing curriculum & module for different sectoral (Construction, Light Engineering, Leather, and RMG) Business Management Training.

The Government of Bangladesh has received finance from the World Bank and implementing an economic inclusion program through the Palli Karma-Sahayak Foundation (PKSF) for low-income, less-educated urban youth, for low-income microentrepreneurs and self-employed in urban areas whose livelihoods have been impacted by COVID-19. PKSF intends to provide business management and entrepreneurship development training to the young micro-entrepreneurs in the selected urban and peri-urban communities within the selected areas of Bangladesh. In order to develop capacities of MEs in managing their businesses, technical skills development training (4 hours X 6 days = 24 hours) will be provided in a participatory modality throughout the Bangladesh. This assignment focuses on four broad sectors namely-(1) Ready-made Garments (RMG) (2) Leather Goods and Footwear, (3) Construction and (4) Light Engineering sectors.

The selected firm will perform the following duties and responsibilities-

  1. Conduct an initial meeting with the PMU at PKSF to get an overview of the project;
  2. Determine key skills gaps that the training would address;
  3. Work with PKSF to contextualize the relevant curricula for Bangladesh and the target population;
  4. Develop competency standards in the trades for which competency standards are not available;
  5. Develop manual based on the Competency Based Learning materials (CBLM) method taking input from relevant stakeholders;
  6. Conduct piloting of the manual at PKSF (01 workshop) and POs (02 workshops) level to test feasibility in the Bangladesh context;
  7. Include key information in the manuals related to energy efficient & green technologies, use of information technology, marketing and supply chain management;
  8. Take feedback from a number of POs through PKSF before finalizing the manual;
  9. Develop a ToF module to orient the PMU-PKSF and PIU staffs;
  10. Develop a facilitation guideline to be followed by the trainers;
  11. Conduct ToF to develop Master Trainers (50 officials in PKSF and 210 PIU officials in POs);
  12. Prepare power point presentation of training modules in Bangla, collect feedback from the PKSF and finalization;
  13. Develop a detailed workplan highlighting the key delivery dates, collect feedback from the PKSF and finalization.

The Firm will work with the PKSF-RAISE team under the direct supervision of the Project Coordinator, and overall guidance of PKSF management.

The shortlisting criteria are:

  1. Nature of the core business and general experience of the Firm;
  2. Experience in similar assignments of compatible size, complexity and technical specialty in required areas;
  3. Financial Soundness, staffing and logistics of the firm;

Consultants are requested to submit the following supporting documents in support of the above-mentioned criteria:

  1. Up to Date Relevant Legal Papers of the Firm’s including Trade license, TIN, VAT, Income Tax Assessment Certificate/Acknowledgement;
  2. JV Agreement/Letter of Intent (if applicable) along with the proposed JV agreement [Maximum of two (2)];
  3. Firm’s brochure including staffing and logistics (Such as: permanent employees, expert pool, office nos. and space, office equipment, manpower, and other available resources);
  4. Strong financial capability will be required (Need to submit ONLY signed Income statement and Balance sheet from last 3 years’ audit report);
  5. Any relevant licenses, certification, and accreditation
  6. All other items necessary to substantiate satisfaction of the shortlisting criteria listed above and/or included in the TOR; However, Key experts will not be evaluated at the shortlisting stage.   
  1. The attention of interested IT/Consulting firms is drawn to Section III, paragraphs-3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth with the World Bank’s policy on conflict of interest.
  2. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a Joint Venture and/or a Sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  3. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the procurement regulations.

  6. The Procuring Entity (PE) reserves the right to accept or reject any or all EOI’s without assigning any reason whatsoever.
