This request for expressions of interest follows the General Procurement Notice for this project that appeared in UNDB on July 17, 2023 with reference no WB OP00236889.

The Ministry of Environment, Urbanization and Climate Change has applied financing from the World Bank toward the cost of the Public and Municipal Renewable Energy Project (PUMREP) and intends to apply part of the proceeds for consulting services.

The General Directorate of Construction Affairs (“GDCA”) of the Ministry of Environment Ministry of Environment, Urbanization and Climate Change (MoEUCC) serves as the main implementing agency for the Project. A project implementation unit (PIU) has been established under GDCA to manage the activities related to the Project. The overall objective of PUMREP is to increase the use of renewable energy (RE) through self-generation in public facilities. The implementation period for the project is planned as 5 years.

Table 1 indicates the tasks to be provided under the scope of the consulting services (“the Services”).

Under the PUMREP/WB/CS-FS-PV 01 contract package above-mentioned tasks will be undertaken for forty-seven (47) facilities listed below in Kayseri, Sivas, Tokat, Yozgat, Amasya, Çorum, Sinop, Ordu, and Samsun.

The estimated duration for the Services listed in Table 1 is envisaged as 6 months in total.

The General Directorate of Construction Affairs (GDCA) now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The qualification requirements are;

• At least three (3) years of experience in the preparation of pre-feasibility/feasibility studies including technical and financial analysis of the projects in the related fields, conceptual designs such as; installing of renewable energy systems as Car park / Rooftop / Ground mounted solar PV associated Battery Energy Storage System (BESS).
• The experience in projects financed by the World Bank or other international financing institutions will be an asset.
• Experience in releasing call letters for at least 10 MW for solar energy generation.
• Experience in at least three (3) projects in preparation of environmental and social screening, due diligence and/or assessment studies (ESIA/ESMP, Stakeholder Engagement Plan, etc.) financed by the World Bank or other IFIs.
• The Consultants should be in the consulting business for not less than the last 10 years prior to deadline for submission of interests
• The Consultants should demonstrate sound administrative and financial capacity
• The Consultants should demonstrate availability of the key experts for the performance of the services described in the TOR;

Note: Key Experts will not be evaluated at the shortlisting stage.

Note: GDCA reserves sole right to request Consultant for verification of any submitted document/information in accordance with the applicable Law.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers November 2020 (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture should have a legal entity and shall be jointly and severally liable for the entire contract, if selected. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub-consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be evaluated. Consultants shall submit only one EOI either individually as a single consultant or as a partner in a joint venture. Consultants may associate with more than one firm or joint venture in the capacity of a sub-consultant. No firm can be a sub-consultant while submitting an EOI individually as a firm or as a partner of a joint venture. Sub-consultants’ experience will not contribute in evaluating the experience of the interested single consultant or joint venture. Sub-consultants’ qualifications and experience will only be considered in evaluating the personnel capacity of the interested single consultant or joint venture.

A Consultant will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) method described in the Procurement Regulations and to be specifically set out in the Request for Proposals.

and shall be delivered in a sealed envelope; 1 (one) printed original signed hard-copy, and 2 (two) PDF electronic copies (one signed scanned copy and one digital copy directly converted from Word format) in a USB drive, to the address below in person together with a cover letter (template for cover letter is below) including the necessary qualification documents, name, address, phone and e-mail address of the company, no later than 02/10/2023 at 16.00 (Turkey Local Time). The submission shall be done by hand. Applications sent by e-mail, fax, or mail shall not be considered for evaluation. (It is recommended to arrive at least 30 minutes before the application time, since the cover letter must be entered into the document registration system.)
