  1. The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Sindh Solar Energy Project (SSEP), Sindh Energy Department, the scope of which is described on the SSEP and World Bank websites. The implementation of Component 3 has a target for dissemination of affordable Solar Home System (SHS) kits to lower income households in Sindh. Following a number of challenges with the original design and low implementation results so far, SSEP now intends to adopt a “bulk procurement” model, whereby SHS kits shall be procured, imported, combined with other domestically supplied components, and then distributed to all districts in Sindh using a network of Last Mile Distributors (LMDs). SSEP intends to apply part of the proceeds toward payments under Call-off Contracts that may be awarded under the Framework Agreement (FA) for Procurement of Solar Home Systems (SHS) Kits, concluded through this RFB Primary Procurement process. The primary procurement to conclude a Framework Agreement and the Secondary Procurement to award a Call-off Contract(s) will be governed by the World Bank’s Procurement Regulations. For this contract, the Purchaser has the option to process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.
  2. The Procuring Agency is undertaking the Primary Procurement with a view to concluding Framework Agreements. The Procuring Agency is the sole Purchaser under these Framework Agreements. The Procuring Agency now invites sealed Bids from eligible Bidders for Solar Home System (SHS) Kits.

  1. The Framework Agreements to be concluded will be Single-User. The Single-User entitled to purchase under the Framework Agreements is Project Management Unit (PMU), Sindh Energy Department.
  2. The Framework Agreements to be concluded will be multi-Supplier.
  3. The selection of a FA Supplier to be awarded a Call-off Contract will be made through a Secondary Procurement process as defined in the Framework Agreements. However, the conclusion of a Framework Agreement shall not impose any obligation on the Procuring Agency, including participating Purchasers, to purchase Goods under a Call-off Contract. The conclusion Framework Agreement does not guarantee that a FA Supplier will be awarded a Call-off Contract.
  4. Bidding will be conducted through International Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016, revised November 2017. (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
  5. Bidders must submit unit price for a complete unit of kit including all items of a kit and quantities of kits as indicated above.
  6. The Framework Agreements shall be concluded for a Term of eighteen (18) months from the commencement date stated in the Framework Agreements, subject to any mutually agreed extension which will not exceed two additional years or project closing whichever falls earlier.
  7. The Primary Procurement shall establish Closed Framework Agreements.
  8. Interested eligible Bidders may obtain further information from Project Management Unit (PMU), Sindh Solar Energy Project (SSEP), pd@ssep.gos.pk and strategic.advisor@ssep.gos.pk and inspect the Bidding document during office hours 10:00 hours to 17:00 hours, (PST) Monday to Friday at the address given below.
  9. The Bidding document in English may be downloaded from www.ssep.gos.pk by interested Bidders free of cost.
  10. A pre-bid meeting will be held at 11:00 hours (PST) on 10th October 2023 in the PMU (SSEP), Bungalow # F-3, Block – 9, Clifton near The Forum, Karachi, Pakistan. A link for virtual participation will be shared with the interested bidders.
  11. Bids must be delivered to the address below on or before 15:00 hours (PST) 25th October 2023. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 15:30 hours (PST) 25th October 2023.
  1. All bids must be accompanied by a Forced Labor Performance Declaration and a Forced Labor Declaration in the forms in Section IV Bidding Forms.
