1.               The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somalia Crisis Recovery Project (SCRP)  and intends to apply part of the proceeds toward payments under the contract for the Rehabilitation of River Embankments in Afgoye District, South West State-Somalia: “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.”

2.               The Ministry of Finance, Federal Government of Somalia now invites sealed Bids from eligible Bidders for the Rehabilitation of River Embankments in Afgoye District, Southwest State-Somalia

1.               Bidders have the option to Bid for one or any combination of the 4 Lots. Bids will be evaluated lot-wise, taking into account discounts offered, if any. The contract(s) will be awarded to the Bidder or Bidders offering the lowest evaluated cost to the Employer for combined lots, subject to the selected Bidder(s) meeting the required qualification criteria for lot or combination of lots as the case may be.”

2.               Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” dated July 1st, 2016 revised November 2017 August 2018 and November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

·         Volume III: Drawings/ Design

3.               Pre-bid meeting shall be conducted by the Employer virtually and links for the meeting to be shared upon request on 21st October 2023 at 11:00 AM (East Africa time).

4.               Bids shall be Submitted electronically. Late Bids will be rejected. Bids will be virtually opened via Google Meet and invites sent to the Bidders’ designated representatives and anyone who chooses to attend on 5th November 2023 at 11:30AM EAT

5.               All Bids must be accompanied by a BID-SECURING DECLARATION using the form included in Section IV, Bidding Forms.

6.               All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
