1. The Government of Iraq has received financing from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Basra Electricity Dissemination and Development Project (EDDP), and intends to apply part of the proceeds toward payments under the Contract for Design, Supply & installation of 3 (3*90 MVA, 132/33KV) GIS substations at (Al-Faiyha, Al-Qibla and AL-Ghadeer). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing,
2. The Ministry of Electricity (MOE)/South Electricity transmission Company now invites sealed Bids from eligible Bidders for Design, Supply & installation of 3 (3*90 MVA, 132/33KV) GIS substations at (Al-Faiyha, Al-Qibla and AL-Ghadeer) in Basra Governorate, namely:
The project will support the design, supply and installation of three 90 MVA, 132/33KV GIS substations units to be located at Faiyha, Al-Qibla, and Al-Ghadeer. The key objective is similarly to help maximize the efficiency, reliability and security of supply to load centers where reliability of supply is currently constrained.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition, November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
A single-stage, one envelope RFB process will be used.
4. Interested eligible Bidders may obtain further information from Ministry of Electricity/ South Electricity Transmission Company / Commercial Office / Al Tawaissa Sqr, Attention: Assad Muhair Kareem <setco-esrep@moelc.gov.iq> and inspect the bidding document during office hours 09:00 am to 1:00 pm Basra local time at the address given below.
5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 500. The written Application shall contain clear name and number of the RFB and contact details of the potential Bidder (including active email address for due communication).
The method of payment will be in cash. The document will be picked up from the Project Management Team (PMT) Office at the address mentioned below.
There is also the option to purchase through money transfer and the Bidding Documents to be sent by e-mail. If required, the Bidding Document will be sent by e-mail upon receipt of money transfer to SETCO bank account with the above-mentioned nonrefundable fee of USD 500 (five hundred USD) (net amount). The SETCO bank account is available upon request after sending the company credentials and confirming the official e-mail address.
6. Bids must be delivered to the address below on or before 15th of January 2024 (11:00 a.m. Local time Basra). Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 15th of January 2024 (11:00 a.m. Local time Basra).
7. All Bids must be accompanied by a Bid Security of USD 600,000.00.
8. “Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
9. This RFB is being floated concurrently with RFB No. Dis-W01+W02 - Design, Supply & installation of 16 substations (33/11.5 kV, 2x 31.5MVA), at Al-Basra Governorate issued by Southern Electricity Distribution Company of Iraq. Bidders who are interested to bid for both RFBs should note that, in order to qualify for the award of contracts resulting from both RFBs, a bidder should demonstrate that it meets the aggregate qualification requirements for those contracts.
