The objective of the assignment is to reinforce the existing political; legal and institutional PPP framework but also build the capacity of entities in charge of PPP development and monitoring including UASE - Unit for State Business Sector Monitoring (Unidade de Acompanhamento do Setor Empresarial) and its PPP team (yet to be defined and organized) as well as line ministries. In the short term; the expected results include strengthening the capacity of UASE and other structures involved in the process of design; implementation; managing and monitoring of concessions/PPP projects in infrastructure. In the medium / long term; once the procedures and document templates developed for identification; structuring; tender and management and monitoring of PPPs are in place; this is expected to foster successful private sector participation in infrastructure projects and services.The assignment will also include technical assistance regarding climate change; with the objective to enable the Government of Cabo Verde to mainstream considerations for identifying climate risks and climate smart investment opportunities in the planning procedures for infrastructure PPPs.
