REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES– FIRMS SELECTION)

Consultancy Services for International Market & Export Advisory Services

1. The Government of Uganda has received financing from the World Bank toward the cost of the Investment for Industrial Transformation and Employment (INVITE) Project and intends to apply part of the proceeds for consulting services.

2. The consulting services ("the Services") include Consultancy Services for International Markets and Export Advisory Services.

3. The Government of Uganda represented by Private Sector Foundation Uganda (PSFU) under INVITE Project now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows;

a. At least 10 years’ experience in undertaking related assignments.

b.Evidence of at least 2 similar/ related assignments involving export advisory services reviews/evaluations and undertaking due diligence of proposals and diagnostics of firms.

c.Evidence of at least 1 assignment in Sub-Saharan Africa or other countries with similar economic conditions to Uganda.

d. Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability.

e.Availability/presence in the Consultant’s firm of the following skills/expertise; Engineering, Economics, Business Administration, Finance, or other relevant fields.

4. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

5. Consultants may associate with other firms to enhance their qualifications. Consultants shall indicate clearly in the Expression of Interest whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

6. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.

8. Expressions of interest must be delivered in a written form to the address below (in person, or by mail) by Friday, March 15, 2024. Consultants may make arrangements to have their Expressions of interest delivered by courier services at their cost. However, PSFU shall not accept liability for loss or late delivery.
