1. The Government of Sindh has received financing through EAD, Govt. of Pakistan from the International Bank of Reconstruction and Development (IBRD) towards the cost of Competitive and Livable City of Karachi (CLICK) project and intends to apply part of the proceeds toward payments under the contract “GIS BASED DOOR-TO-DOOR SURVEY OF URBAN IMMOVABLE PROPERTIES IN KARACHI.”

2. The Competitive and Livable City of Karachi (CLICK) project now invites sealed Bids from eligible Bidders for the activity “GIS BASED DOOR-TO-DOOR SURVEY OF URBAN IMMOVABLE PROPERTIES IN KARACHI.” The requirements details have been mentioned in the RFB document.

3. This procurement will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers, July 2016, revised November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information about the bidding documentfrom the office of Procurement Specialist-UIPT Component, CLICK Project, Local Government Department, Government of Sindh, either through email at procurementspecialist.uipt@click.gos.pk or in-person, during office hours [i.e. 0900 to 1700 hours] at the address given below.

5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of PKR 5,000/-. The method of payment will be either in Cash or through Cashier’s check or pay order drawn on a scheduled bank of Pakistan in the name of “Program Director, CLICK Project.” The document will be sent through courier. The document is also available for download on the website of CLICK Project i.e., https://www.click.gos.pk/tender. The firms who prefer downloading the document will need to submit prescribed fee on the day of Bid submission.

6. Bid must be delivered to the address below on or before Thursday 23rd May 2024 by 03:00 p.m. Electronic Procurement will not be permitted and late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on the same day i.e. Thursday 23rd May 2024 at 03:00 p.m. (immediately following submission). All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

7. All Bids must be accompanied by a Bid Security of:

(i) Lot 1: PKR 25,000,000/- (Pak Rupees Twenty-Five Million only)

(ii) Lot 2: PKR 25,000,000/- (Pak Rupees Twenty-Five Million only)

(iii) Lot 3: PKR 25,000,000/- (Pak Rupees Twenty-Five Million only)

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
