Assignment Title: Consultancy for Community Mapping and Development of Dropout Prediction Model

The Consortium of Bangsamoro Civil Society, Inc. has received financing from the World Bank toward the cost of 2.7 million dollars (US$ 2.7M) and intends to apply part of the proceeds for consulting services.

The consulting services for the “Community Mapping and Development of a Dropout Prediction Model” referred to as the “service” is responsible for conducting the Community Mapping and developing a Dropout Prediction Model. The Consultancy firm shall provide the following services within 6 months, commencing from the effective date of an agreement:

  1. Community Mapping Instrument within 1 month.
  2. Community mapping to identify out-of-schoolchildren (OOSC), and the at-risk children of the 100 selected schools within the province of Maguindanao and Lanao del Sur within 3 months.
  3. Dropout Prediction Model within 4 months
  4. Mitigation measures are based on the community input within 6 months. The detailed Terms of Reference (TOR) for the assignment are attached to this request for expression of interest.

The Consortium of Bangsamoro Civil Society, Inc., now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  1. At least 5-7 years of community development and research experience with a good track record among development players in the region.
  2. Familiarity with the BARMM context in terms of culture, traditions, and socio-economic dynamics, particularly in the provinces of Maguindanao and Lanao del Sur.
  3. Ability to mobilize relevant interpreters to support community mapping activities in the local languages in Lanao del Sur, Maguindanao, as well as in the T’duray communities where 23 IP-led schools were pre-selected for the project.

The attention of interested Consultants is drawn to Section III, paragraphs, 3, 14, 3, 16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers’ dated November 2020, (Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest.”

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications Method or CQS Method set out in the Procurement Regulations.
