Job title: Vocational guidance training for secondary school students

The Moldovan Higher Education Project (PÎSM) is a project financed by the World Bank to be implemented between May 2020 and December 2025.

Within the implementation of the Higher Education Project in Moldova, financed by the World Bank, the Public Institution "Mihail Ciachir" College from Comrat obtained the sub-project Creating modern conditions for the formation of competitive human capital on the labor market at "Mihail Ciachir" College from Comrat and respectively signed the Agreement of sub-funding with the Ministry of Education and Research and intends to apply part of the sources for consulting services.

Through this IP subproject, the Mihail Ciachir College in Comrat aims to carry out a set of interventions aimed at modernizing the conditions for organizing the educational process. It is expected to carry out activities to improve the method and methodology of teaching, as well as the creation of a specialized classroom for the "Early Education" program, the Educator qualification, a specialized classroom for the "Early Education" program, the Musical Conductor qualification, a laboratory for the program "Primary Education" and 2 computer labs. The creation of modern study conditions will contribute to the qualitative and quantitative increase in the performance of students in the field of education and the improvement of employment in the labor field.

Within the implementation of the sub-project Creating modern conditions for the formation of competitive human capital on the labor market at the "Mihail Ciachir" college in Comrat, it is planned to achieve the following general objective:

  • Creating modern study conditions for the development of students' personalities as future specialists, focused on professional, intellectual and social creativity through the implementation of educational programs and the formation of competitive human capital on the labor market.

In the context of achieving the general objective, the subproject aims to achieve the following specific objectives:

  • Increasing institutional capacities in order to train specialists in the field of Education (Pedagogy)
  • Connecting the educational offer to the requirements of the labor market.

Vocational guidance training for secondary school students in "summer school" format. The training of the students will take place in five sessions. Each session 20 students for 3 days (5 hours per day), based on a program consisting of professional orientation activities and promotion of professions in the educational field.

The Public Institution "Mihail Ciachir" College from Comrat invites eligible companies / firms (Consultants) to express their interest in providing consulting services, which includes training on professional guidance for secondary school students in the "summer school" format, with the conduct of 5 sessions for 20 students each and 3 days each (5 hours per day), based on a program consisting of professional orientation activities and promotion of professions in the educational field; ensuring the logistical conditions necessary for the operation of the summer school.

Interested consultants will submit information demonstrating that they have the necessary qualifications and relevant experience to perform the services.

Overall experience of the company

  • Minimum 3 years of experience in the field of organizing educational, cultural, social events;
  • Capabilities to manage concurrent events with large groups of beneficiaries.

The company's specific experience in providing similar services

  • Experience, at least 3 years, of providing educational services for different categories of beneficiaries, including students;
  • At least 5 similar activities organized.
  • The team of specialists involved in carrying out the task should include at least 3 trainers, teaching staff from higher or general education (teaching grade I or higher);
  • The project manager must have experience designing educational programs such as summer schools, creative camps, etc.;
  • The project manager must have professional experience in organizing creative activities with students of at least 3 years;
  • The team of specialists involved in carrying out the task must have a fluent knowledge of the Russian language.

Key experts will not be assessed at the Shortlisting stage.

The attention of interested consultants is drawn to section III, paragraphs 3.14, 3.16 and 3.17 of the IPF Borrower Procurement Regulations July 2016, revised in November 2017 and August 2018 (Procurement Regulations), which sets out the World Bank's conflict of interest policy.

The consulting company will be selected in accordance with the selection method - "Selection based on the qualifications of the consultants", provided in the Procurement Regulation.
