The Government of Indonesia has received financing in the amount of USD 400 million from the World Bank toward the cost of the National Urban Flood Resilience Project (NUFReP). Directorate General of Regional Development (DGRD) Ministry of Home Affairs (MOHA) intends to apply part of the proceeds for consultant services, namely Technical and Program Implementation Support Consultant - Consulting Services or hereafter, the Project.
The scope of the Services includes (a) City planning and budgeting support; (b) Regulation and Policy reforms support; (c) SOP and Practical technical instruction support; (d) Capacity building support; (e) Daily project implementation support.
The selected Consultants are expected to be based in Jakarta and five other cities to provide day-to-day technical assistance and facilitation services to the Sub-directorate of Public Works under Directorate for Synchronization of Regional Government Affairs (the SUPD-DGR) and the selected participating local governments, i.e. City of Medan, City of Semarang, City of Banjarmasin, City of Manado (including Gorontalo City), and City of Bima.
The consultant will be assigned for approximately 30 (thirty) months. The selected Consultants will be required to mobilize national team for parallel and intermittent assignments according to the project tasks and requirements as specified in the Terms of Reference (ToR), which is available at the following link: https://bit.ly/3XTCdXe
Consultants may choose (but not mandatory) to associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. In case of an association, the Expressions of Interest (EOI) must explicitly specify whether the association is in the form of a Joint Venture (all members jointly and severally liable for the entire assignment), or Sub-consultancy. In case of Joint Venture, the member firm appointed to represent the joint venture must be clearly identified. All members of Joint Venture should meet the criteria independently. And in the case of a lead and sub-consultant, only the experience of the lead firm will be assessed.
The Ministry of Home Affairs, SUPD II - DGRD now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information to demonstrate that they have the required qualifications and relevant experience to perform the Services such as brochures/company profile (indicating the core of business and technical resources) and description of similar assignments (including location/country, name of the Client, type of services provided, contract amount, and period of contract, including the starting and the completion date).
The shortlisting criteria are:
A. Core Business and year in Business :
At least 10 (ten) years’ experience in consulting work of which three (3) years must be in similar assignments.
B. Required similar experiences :
Consultant must have successfully carried out all required experiences as follows :
1. In the last ten (10) years, the consultant must have successfully completed at least one (1) assignment as in a water resources sector project (or a role with a similar scope of work);
2. Preferably Experience in projects funded by loans or grants from the World Bank or any other international development partner would be an advantage.
C. Technical and Managerial capability of the firm :
Availability within the firm of permanent (i.e. in the firm’s regular payroll), experts/ professional staff relevant to the assignment. Provide only the structure of the organization, general qualifications, and number of key staff. Do not provide CV’s of the staff. The consultant may add list of its experts but should note that all experts qualifications will not be evaluated at the shortlisting stage. Only experience of JV member will be considered, experience of sub-consultant will not be evaluated.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations Nov 2020 (Fourth Edition), setting forth the World Bank’s policy on conflict of interest. The Interested Consultants will be selected in accordance with the QCBS method set out in the Procurement Regulation, November 2020.
