Introduction

To catalyse Agri-financing in Sierra Leone through the matching grant facility, UNCDF will sign a performance-based payment agreement with 4-6 financial institutions. The financial institutions will act as responsible parties and will be responsible for on granting the funds to selected agricultural MSMEs. The financial institutions shall be responsible for conducting due diligence on the MSME (Micro, Small, and Medium Enterprises) applicants, disbursing grant, and loan funding to selected MSMEs and providing oversight to ensure that the funds are used for the intended purpose. In this context, UNCDF is looking for a firm to act as an independent assessor to review, validate, measure the milestones, and provide recommendations for full or partial disbursement of grant funding to the financial institutions.
