1. The RWANDA TRANSPORT DEVELOPMENT AGENCY (RTDA) (hereinafter called ‘’Client”) has received funds from World Bank towards the cost of tender: Supply of Cargo Motorized Tricycles to promote use of Intermediate Mode of Transport (IMTs) for transport of Goods in Rural Areas to support Women in Cooperatives Working alongside Feeder Roads. The Client intends to apply a portion of the funds to eligible payments under the contract for which this Bidding Document is issued.

1. The RWANDA TRANSPORT DEVELOPMENT AGENCY (RTDA) invites you to submit bids for the tender in subject as indicated in the statement of Requirements.

1. Tender Documents in English may be obtained from e-procurement System (www.umucyo.gov.rw) and payment of a non-refundable fee of Ten Thousand (10,000) Rwandan Francs is required.

1. All bids shall be accompanied by a Bid Security issued by a reputable bank or an insurance company (The amount is specified in e-procurement system).

1. All bids will be submitted online using e-procurement system before the date and time indicated in the system. Bids will be opened automatically by the E-procurement system on the same day at time indicated in the system. Late bids will not be accepted by the system.

1. All interested bidders may obtain some complementary information by writing through the E-Procurement System within two thirds (2/3) of the bid preparation period from the date of tender notice publication.

1. The bids should be valid One Hundred Twenty (120) calendar days minimum from the date of bids opening.

1. Bidding will be conducted in accordance with the Law N° 031/2022 of 21/11/2022 governing public procurement.
