The Government of the Kyrgyz Republic has received financing in the amount of US$80.2 million from the World Bank for the Kyrgyz Renewable Energy Development (KRED) Phase 1 Project and intends to use part of the funds to pay for technical assistance in the form of consulting services. The project includes Component 2, which includes preparation of environmental and social safeguards instruments for the construction of the Isanova 220 kV substation and 220/110 kV transmission lines.

The overall objective of the assignment is to assist the MoE and NEGK in the preparation in conducting environmental and social assessment studies for the preparation of various documents in accordance with the objectives, meeting the World Bank's Environmental and Social Standards (ESS) and the current regulatory framework of the Kyrgyz Republic. The Consultant selected to support the Project management office (PMO) established at the MoE and NEGK with this function will be required to become familiar with the technical documents related to the Project and other key WB documents, including those governing lending policies and practices.

The performance of the services to be provided by the Consultant is expected to commence Q1 2025 year. The estimated period for this assignment is 26 weeks and can be extended if necessary.

The Ministry of Energy (MoE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

1. General Experience of not less than 10 years in preparation of Environmental and Social instruments for complex energy and other infrastructure projects involving resettlement procedures, complex energy and other infrastructure projects.
2. Demonstrated experience of at least two (2) similar assignments executed in the last 10 years in the preparation of Environmental and Social instruments for electricity transmission and distribution projects financed by International Financial Institutions (e.g., World Bank). Experience with the implementation/monitoring of World Bank Environmental and Social Framework (ESF) will be an added advantage.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications (type of association shall be clearly indicated in the proposal). The Consultants may submit their Expressions of Interest as individual firms or associate in the form of joint venture or sub-consultancy. However, the qualification of the sub-consultant will not be evaluated when forming the shortlist. In case of joint venture, all the members of the joint venture should individually meet shortlisting criteria and shall be jointly and severally liable for the entire assignment, if selected.

A Сonsultant will be selected in accordance with the Consultant’s Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
