81312949 - Creation of a guide for the identification and implementation of green fiscal reforms and optional implementation

Objectives: The tender aims to create a Green Fiscal Reform (GFR) Guide as part of the Green Public Financial Management (PFM) Toolkit, targeting low- and middle-income countries. The GFR Guide will assist policymakers in identifying and implementing optimal green fiscal reforms, which aim to raise fiscal revenues while promoting environmental goals. It will be developed considering LMIC context and is expected to feature advice for practical implementation. The guide will be presented to partners including EU officials and policymakers from 10 LMICs, with an optional phase to pilot the guide in interested countries.
