Eligibility criteria: Participation is open to all natural and legal persons established in a Member State of the European Union or eligible countries under Regulation (EU) No 236/2014. International organizations are also eligible to participate. All supplies must originate from an eligible country unless their value is below EUR 100,000. Candidates or tenderers from the UK or proposing goods from the UK might be excluded depending on legal provisions in force during the contract award. Tenderers must not be in situations listed in Section 2.6.10.1 of the practical guide and must not be included in the EU restrictive measures list. Economic operators can rely on capacities of other entities if necessary, but those entities must meet eligibility and compliance criteria. Tenderers must demonstrate economic and financial capacity, with an annual turnover at least twice the offer value over the last three years and submit audited financial statements. They must also have professional capacity and technical experience, including authorization from manufacturers for the Republic of Serbia territory for the goods offered. Specific experiences include completion of similar contracts involving printing machines. Tenderers must be technically compliant with the tender specifications, and technical personnel working on the contract must possess the necessary certifications. The award criteria is based on price, with no guarantee required for bidding, but a performance guarantee of 5% is required upon contract signing.
