In May 2009, perfluorooctane sulfonic acid and its salts and perfluorooctane sulfonyl fluoride (PFOS compounds) were added to Annex B (Restricted List) of the Stockholm Convention on Persistent Organic Pollutants. In order to fulfill the requirements of the convention, in August 2013, the Standing Committee of the National People's Congress of my country approved the amendment of 10 persistent organic pollutants including PFOS compounds. The amendment officially came into effect in my country on March 26, 2014, prohibiting the production, circulation, use and import and export of PFOS compounds except for acceptable purposes and specific exemptions. In order to continuously promote the elimination of PFOS and achieve national compliance targets, the Foreign Cooperation and Exchange Center of the Ministry of Ecology and Environment (FECO) and the World Bank jointly developed and implemented the Global Environment Fund "China PFOS Priority Industry Reduction and Elimination Project" (hereinafter referred to as the Project). The goal of the project is to reduce PFOS in selected industries and enterprises in a sustainable manner.

In order to guide the green and high-quality development of the fluorine chemical industry, reduce the emission of typical perfluorinated and polyfluorinated alkyl substances (PFAS) such as PFOS, PFOA and PFHxS in the production process, and promote the prevention and control of new pollutants and the technical progress of the Convention, our center intends to hire relevant units to carry out research on typical PFAS emission limits in wastewater in the fluorine chemical industry, and promote the establishment and release of relevant standards.

I. Work objectives and content (see the work outline for details)

Carry out research on typical PFAS emission standards in the international and domestic fluorine chemical industry, and promote the formulation of the "Typical PFAS Emission Limits in Fluorine Chemical Industry Wastewater" standard for the fluorine chemical industry.

2. Work output and progress requirements

(1) Conduct current situation survey and technical path analysis: refer to the content of the work scope 3.1 and 3.3, and submit a research report within 2 months after the contract is signed.

(2) "Emission limits of typical PFAS in wastewater in the fluorine chemical industry" (draft) and preparation instructions: refer to the content of 3.2. The report should be completed within 4 months after the contract is signed.

3. Time arrangement

The project is expected to be implemented in 4 months, with a total investment of 22 man-months.

4. Qualification requirements

In order to ensure the quality of the project, each unit is allowed to form a consortium to bid. The institutions (or companies) and personnel participating in the research work should meet the following qualifications or experience:

6.1 The undertaking unit should have the following qualifications or experience:

(1) A legal legal person institution within the territory of the People's Republic of China;

(2) Experience in environmental consulting or fluorine chemical wastewater technical service projects in the field of fluorine chemical industry;

(3) Experience in research on fluorine chemical industry standards, policies, technical guidelines, etc.

6.2 The project leader and participants of the undertaking unit shall have the following qualifications or experience:

Person in charge:

(1) Senior professional title or PhD degree (relevant proof is required);

(2) More than 6 years of work experience in the fluorine chemical industry, and experience in the formulation of environmental standards and regulations or research on emission standards;

(3) Good English communication and coordination skills.

Participants:

(1) At least 6 personnel with intermediate professional titles or above or master's degrees (relevant proof is required), including 1 environmental and social security personnel;

(2) More than 2 years of work experience in research on new pollutants such as PFAS or fluorine chemical industry research.

The project undertaker will be selected and determined according to the “Selection Based on Consultant Qualifications” (CQS) method specified in the Consultants Guidelines.
