Date: Tuesday, December 17, 2024:

  1. The Republic of Iraq has received Financing from the World Bank toward the cost of the Emergency Operation for Development Project – Additional Financing intends to apply part of the proceeds toward payments under the contract for supply of schools’ furniture. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing
  2. The Iraqi Ministry of Education now invites sealed Bids from eligible Bidders for supply of (Schools furniture) including class rooms as desks, white boards and for administration and labs as tables and chairs and other materials), for 26 schools in 6 governorates in Iraq with one lot (4 schools in Baghdad, 9 in Ninawah, 5 in Al Anbar, 3 in Salah Eldeen, 2 in Kirkuk and 3 in Diyala governorate), within maximum 120 days according the delivery Schedule
  3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers under Investment Project Financing” dated July, 2016 revised on September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  4. Interested eligible Bidders may obtain further information from Iraqi Ministry of Education, and inspect the bidding document during office hours 09:00AM to 14:00PM at the address given below
  5. The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of (250 USD). Or equivalent Iraqi Dinar. The method of payment will be cash payment. The document will be received by hand. Note: All bidders who purchased the bidding documents during the first bidding process, will be eligible to retrieve the bidding documents free of charge.
  6. Bids must be delivered to the address below on or before Tuesday, January 14, 2025,11:00 A.M. Baghdad time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address on Tuesday, January 14, 2025,11:00 A.M. Baghdad time.
  7. All Bids must be accompanied by a “Bid Security” of an amount of 20,000 USD or equivalent in Iraqi Dinar. As a certified cheque or Bank Guarantee (from bank register on the CBI platform) valid up to Monday, May 12, 2025 addressed to Ministry of Education.

(وزارة التربية -مشروع التمويل الاضافي للقرض الطارئ للبنك الدولي) and issued in the name of the Bidder (Company Cheques or Bank Guarantees with the personal names will not be accepted. In case of Joint Venture submission, the Bid Security should be issued in the name of all the Joint Venture members or in the name of one member supported by a letter of authorization from other member

  1. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
  2. A pre-Bid meeting shall take place on Tuesday, December 31, 2024 at 11:00 AM, Baghdad local Time, at the address below.
  3. The successful Bidder shall submit two samples of each Item (according to the specification in the bidding document) to be studied and approved by the MOEd-PMT (within 10 business days) after issuing Notification of Intention to Award and before issuing Notification of Award (Acceptance letter). In case the successful Bidder fail to submit an accepted sample, his bid will be rejected, and skip to the next substantial responsive Bid).
