The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds to finance a circular economy-based participatory sanitation master plan and action plans for the two cities of Mbanza Congo and Menongue, in line with citywide inclusive sanitation (CWIS) approach with a phased approach proposal for implementation.

The main objective of this assignment is to assess the groundwater potential of the Humpata Plateau and the most prominent colluvio-alluvial and sedimentary aquifers recharged from this mean aquifer and also is included colluvio-alluvial sediments upstream of Virei Municipality, such are recharged from Ompupa formation in the south part of Bero basin. The study shall assess the groundwater flow, hydrodynamic, recharge, current groundwater uses, hydric balance, geometry and continuity and interrelations between different aquifers under study. It includes a drilling prospection strategy, including bidding documents for drilling prospection boreholes for water production and induced recharge in the following aquifer zones:

  • Chela Aquifer (Humpata plateau).
  • Alluvio-Colluvial sediments defined in the piedmont of Humpata plateau.
  • Alluvio-Colluvial sediments defined in the piedmont of Ompupa formation.
  • Coastal Mesocenozic sediments under downstream alluvial aquifers on the mouth of Giraul and Bero, interrelations between aquifer units.

The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Consultant shall be a reputable Engineering Consultancy firm with:

- 20 years´ experience in water resources projects.

- At least three hydrogeological studies, including geophysical surveys, during the last 15 years.

- At least one water resources basin management plan, with groundwater flow from aquifers.

-Working experience with projects in developing countries.

It will be an advantage:

- ISO certification

- Experience in Angola

- Working experience with World Bank procurement documents,

- Working experience with FIDIC Conditions of Contract.

Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

The establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s “Selection Methods for Consultants” defined in the World Bank’s “Procurement Regulations for IPF Borrowers” fourth edition November 2020 (“Procurement Regulations”). A Consultant will be selected in accordance with the QCBS method set out in the Procurement Regulations.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest.
