Objective and Purpose of the Assignment
A. Introduction
1. The Government of the Philippines (the Government) has received Technical Assistance (TA) from the Asian Development Bank (ADB) which will centralize on climate change considerations and support of the implementation of projects under the Infrastructure Preparation and Innovation Facility - Second Additional Financing. It will also support the strengthening of the capacity of the Department of Public Works and Highways (DPWH) to contribute to implementing the Philippines’ Nationally Determined Contribution (NDC) and National Adaptation Plan (NAP). Part of the TA 10229: Promoting Climate-Smart Infrastructure will be used for Consultants’ services that will be required for the enhancement of the Project Monitoring and Management System (PMMS) – Phase II for Official Development Assistance (ODA) Projects. The enhancement will include capturing and monitoring of climate change related measures, among others.2. It is critical that the DPWH ODA projects, which are of national significance, have its own project monitoring and management application because of the magnitude of investments being placed by the Government for its implementation. The Department needed the assistance to properly monitor and manage ODA projects using the PMMS that will be developed for the proper project planning, project implementation, and post-project evaluation.3. The development of the PMMS is divided into two phases. Phase I involved the development of modules for the management and monitoring of a Loan / Grant’s details; management and monitoring of the financial accomplishment of projects and project components funded by a Loan / Grant, including Reports Generation; and monitoring of a project components’ compliance to environmental and social safeguards, and right-of-way. This was accomplished last March 30, 2023 using Agile Project Management Methodology. Phase II will develop the system into a stand-alone web-based application with complete modules/features for project management, financial management, risk management, climate-resilience, and other compliances and reporting requirements.4. The Government will select a consultant firm/s following the selection process in accordance with ADB's Procurement Regulations for ADB Borrowers (as amended from time to time). The DPWH, through its Unified Project Management Office (UPMO) will be the implementing agency (IA). During the services, the Consultant will embed at least four (4) selected personnel from the UPMO to receive training, experience and capacity building in the design and development, and operation and maintenance of the project monitoring and management system for ODA projects, during the duration of the assignment. For all project activities, the Consultant will report to and coordinate with to DPWH through the designated focal person/s from the UPMO. For proper development of the system, the Consultant will coordinate with the Office of the Senior Undersecretary and all UPMO Clusters for the successful completion of these services. ADB will approve all deliverables subject to favorable endorsement by DPWH, process payments to the Consultant, and any other contractual issues as foreseen in the conditions of the contract.B. Project Description5. The Project Monitoring and Management System (PMMS) – Phase II for ODA projects involves the enhancement of the PMMS Phase I to establish a stand-alone ODA-centered web-based application that will capture the context and complex nature of the whole life cycle of foreign-assisted projects and equip the DPWH-UPMO to effectively and efficiently monitor program/project performances: physical and financial accomplishments, and compliances to other policy-based plans such as environmental management plans, gender action plans, resettlement plans, etc.6. The consulting services under this consultant selection involves conducting a detailed review and assessment of the PMMS Phase I, including relevant DPWH applications, and ODA project reporting requirements of DPWH and other oversight agencies; and developing new and/or improved modules for incorporation in the existing PMMS application to accommodate full project management and monitoring requirements for ODA projects, and operation & maintenance of the system for six months. The application should be operable on Windows, Android, and Mac devices.
