International consultant for drafting the Guidelines for Search of Disappeared Persons in Montenegro

Objectives: The primary objective of this consultancy is to develop a comprehensive, practical, and context-specific document which will consist of two parts: 1) reflecting the position of Montenegrin institutional and normative framework in relation to the Guiding principles for the search of disappeared by the UN Committee on Enforced Disappearances, involving analyses of institutional coordination and recommendations for improvement; 2) focusing on operative steps for the search of disappeared, with cooperation between international and local consultants to reflect on international principles and best practices in the Western Balkans and analyze the institutional coordination in Montenegro.
