1、The Chinese government has obtained a loan from the World Bank to finance the World Bank loan for the Prevention, Preparedness, and Response to Emerging Infectious Diseases Project in Hainan Province (Global "One Health" Hainan Demonstration Project), and plans to use a portion of the loan to pay for qualified expenditures under Contract No. HN-G-12 for the procurement of goods for Haikou Customs, Package II.
2、CITIC International Tendering Co., Ltd. (Procurement Agent) has been entrusted by Haikou Customs of the People's Republic of China (the Buyer) to invite qualified and eligible bidders to submit sealed bids for the following goods and related services:

Bidders may only submit bids for a single contract.
3、This tender will be conducted using the method of Solicitation of Bids under the "World Bank Procurement Guidelines for Borrowers of Investment Project Financing" ("Procurement Guidelines"), following the domestic competitive procurement procedure. Any bidder meeting the qualifications specified in the World Bank Procurement Guidelines may submit a bid.
4、Interested qualified bidders may obtain further information at the address specified in this invitation to tender. The tender documents can be reviewed or purchased daily (excluding Saturdays, Sundays, and statutory holidays) from 9:00 AM to 11:30 AM and 1:30 PM to 5:00 PM (Beijing time) between April 8, 2025, and May 14, 2025, before the bid submission deadline.
5、Potential bidders should take note of Article 4 of the Instructions to Bidders in the tender document regarding qualifications and conflict of interest. Bidders with a conflict of interest are considered disqualified.
6、The qualification requirements for bidders include:
| Business Scale | The bidder's average annual turnover for the years 2021-2023 must be no less than RMB 10 million. |
| Contract Experience | The bidder must have successfully completed at least [2] supply contracts for microclimate monitoring equipment similar in nature and complexity to the products intended for procurement in this project, as a supplier, from January 1, 2021, to the bid submission deadline. The value of each contract must be no less than RMB 3.2 million. The bidder must provide supporting documents that meet the requirements, including but not limited to copies of contracts, acceptance certificates issued by users, invoices, and other relevant documents. The copies of the contracts included in the bid documents must at least include the following pages: the first page of the contract showing the project name, procurement details, contract signing date, contract amount, and the signed and stamped page of the contract. Additionally, the contact person and contact details of the end user must be specified. |
| Technical Experience | The bidder must have at least 5 years of production experience for the goods provided, with at least 40 units of the microclimate monitoring equipment already sold. The bidder must provide supporting documents that meet the requirements, including copies of similar contracts, invoices, and other relevant documents. |
| Production Capacity | The bidder must provide supporting documents from the manufacturer of the goods being tendered, including copies of the business license and performance test reports (if available). These documents should demonstrate the minimum supply or production capacity to ensure that the bidder has the ability to supply the required models, sizes, quantities, and quality of goods. |
| Financial Status | The audited annual financial statements (balance sheet, income statement) for 2021, 2022, and 2023, reflecting the bidder's financial status, should demonstrate long-term profitability. The minimum requirement is that the bidder's net assets (calculated as the difference between total assets and total liabilities) for each of the past three years must be positive. |
| Cash Flow Capacity | The available quick assets (quick assets include cash and cash equivalents, short-term financial notes, short-term available-for-sale securities, marketable securities, accounts receivable, short-term receivables, and other assets that can be converted to cash within one year), credit limits, and other financing methods must be sufficient to meet the cash flow requirements for performing the contract. Additionally, consideration should be given to other contracts the bidder is currently executing, with a minimum requirement of RMB 2 million. |
| Litigation History | The total amount of any unresolved claims, arbitration, or other lawsuits must not exceed 50% of the bidder's net assets. |
Joint bids are accepted for this project. The maximum number of consortium members should be 2, and either the lead member or the consortium member must meet the above qualification requirements.

7、Interested qualified bidders may submit their application to purchase the tender documents to the address specified in this invitation to tender and pay a non-refundable fee of RMB 1,000. Payment can be made in cash or by direct transfer to the procurement agent's account (Account Name: CITIC International Tendering Co., Ltd.; Bank Name: CITIC Bank Beijing Sanyuanqiao Branch; Account Number: 8110701013102383606). The tender documents will be mailed. The buyer and the procurement agent shall not be responsible for any loss or delay of documents during the mailing process.
8、All bid documents must be submitted to the address specified in this invitation to tender by 08:30 AM (Beijing Time) on May 14, 2025. Late submissions will be rejected. The bid opening will be conducted publicly at the address specified in this invitation to tender. Bidders may send representatives to attend the opening. The bid opening time is 08:30 AM (Beijing Time) on May 14, 2025. The bid documents must include a bid security. The amount of the bid security is RMB 80,000.00.
