1、The Chinese government has obtained a loan from the World Bank to finance the World Bank Loan for the Prevention, Preparedness, and Response to Emerging Infectious Diseases Project in Hainan Province (Global "One Health" Hainan Demonstration Project), and plans to use part of the loan to cover eligible expenditures under the Agricultural and Rural Affairs Department’s Instrument and Equipment Procurement Contract Package Four (Contract No. HN-G-8).
2、CITIC International Tendering Co., Ltd. (Procurement Agency), entrusted by the Hainan Provincial Department of Agriculture and Rural Affairs (Buyer), hereby invites qualified and eligible bidders to submit sealed bids for the following goods and related services:

| Delivery Period | The contract must be completed within 120 calendar days from the date of signing. |
Bidders can only submit a bid for a single contract.
3、This tender adopts the method of soliciting bids in accordance with the "Procurement Rules for Borrowers of World Bank Investment Project Loans" ("Procurement Rules"), and any qualified bidder who meets the requirements set out by the World Bank's procurement rules is eligible to bid.
4、Interested qualified bidders may obtain further information at the address specified in this invitation to bid and may review or purchase the tender documents during business hours from 9:00 AM to 11:30 AM and 1:30 PM to 5:00 PM (Beijing Time), excluding Saturdays, Sundays, and public holidays, from April 11, 2025, to the bid submission deadline of May 21, 2025.
5、Potential bidders should pay attention to Clause 4 of the "Bidder’s Instructions" in the tender documents regarding qualifications and conflicts of interest. Bidders with any conflicts of interest will be considered disqualified.
6、The qualification requirements for bidders include:
| Business Scale | The bidder's average annual turnover from 2021 to 2023 should be no less than RMB 20 million. |
| Contract Experience | The bidder must have successfully completed at least two supply contracts for laboratory instruments or equipment similar in nature and complexity to the products intended for procurement in this project, from January 1, 2021, to the bid submission deadline. The value of each contract should be no less than RMB 6.5 million. The bidder must provide supporting documents as proof, including but not limited to contracts, acceptance certificates issued by users, invoices, etc. The copies of contracts submitted with the bid must include at least the following pages: the first page with the project name, procurement details, contract signing date, contract amount, and signed and stamped contract page, along with the contact information of the end user. |
| Technical Experience | The bidder must have at least one year of production experience for the goods provided. Additionally, the bidder must have supplied at least three units of fluorescence polarization instruments and three units of digital PCR instruments, respectively. The bidder must provide supporting documents as proof, including but not limited to similar contracts, invoices, and other relevant documents. |
| Production Capacity | The bidder should provide proof of the manufacturer of the goods being tendered, including copies of the business license and performance test reports (if available). These documents should demonstrate the minimum supply or production capacity to ensure that the bidder has the ability to provide the required models, specifications, quantities, and quality of the goods. |
| Financial Status | The audited financial statements for the most recent three years (2021, 2022, and 2023), including the balance sheet and income statement, should reflect the bidder’s financial status, demonstrating long-term profitability. The minimum requirement is that the bidder’s net assets (calculated as the difference between total assets and total liabilities) for each of the last three years must be positive. |
| Cash Flow Capability | The available liquid assets [liquid assets include cash and cash equivalents, short-term financial notes, short-term held-for-sale securities, marketable securities, accounts receivable, short-term receivables, and other assets that can be converted into cash within one year], credit limits, and other financing methods must be sufficient to meet the cash flow requirements for performing the contract. Additionally, the bidder should consider other contracts they are currently executing, with a value of no less than RMB 2.5 million. |
| Litigation History | The total amount of any ongoing claims, arbitrations, or other litigations should not exceed 50% of the bidder's net assets. |
This project accepts joint venture bids. The maximum number of joint venture members should be 2, and one of the joint venture lead party or member party must meet the above qualification requirements.

7、Interested and qualified bidders can submit their applications for purchasing the tender documents to the address specified in this Invitation to Tender and pay a non-refundable fee of RMB 1,000. Payment can be made in cash or directly transferred to the procurement agency's account (Account Name: CITIC International Tendering Co., Ltd.; Bank Name: CITIC Bank Beijing Sanyuanqiao Branch; Account Number: 8110701013102383606). The tender documents will be sent by mail. The buyer and procurement agency are not responsible for any loss or delay of the documents during the mailing process.
8、All tender documents must be submitted to the address specified in this Invitation to Tender before 08:30 AM (Beijing Time) on May 21, 2025. Late submissions will be rejected. The bid opening will be conducted publicly at the address specified in this Invitation to Tender. Bidders may send representatives to attend the bid opening. The bid opening time will be 08:30 AM (Beijing Time) on May 21, 2025. The tender documents must include a bid security. The bid security amount is RMB 160,000.00.
