  1. The Islamic Republic of Pakistan (“the Borrower”) has received financing from the World Bank (“the Bank”) in the form of a credit toward the cost of Sindh Barrages Improvement Project (SBIP). The Irrigation Department, Government of Sindh (“the Implementing Agency”) intends to apply part of the proceeds toward payments under the contract SBIP/G3A for Rehabilitation and Modernization of Guddu Barrage, Construction of Right TJ Spur upstream of Guddu Barrage.
  2. The Project Management Office, Sindh Barrages Improvement Project, Irrigation Department, Government of Sindh now invites sealed Bids from eligible Bidders. The contract period of this contract is 182 days.
  3. Bidding will be conducted through National Competitive Bidding (Single Envelope) using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  4. Interested eligible Bidders may obtain further information from Project Management Office (PMO) in Karachi and inspect the Bidding documents during Sindh government office hours from Monday to Friday at the address given below.
  5. The bidding documents in English may be purchased during working hours by eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of PKR 25,000. The method of payment will be a pay order or demand draft in the name of the Project Director, Sindh Barrages Improvement Project.
  6. A pre-bid meeting shall be arranged at XEN office at Guddu Barrage by the Employer commencing at 11.00 hours PST on 08th May 2025, site visit shall be conducted before pre-bid meeting. All eligible firms who have purchased the bidding documents shall be invited to attend.
  7. Bids must be delivered to the address below on or before 14.00 hours PST on 29th May 2025. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 29th May 2025 at 14.10 PST.
  8. All Bids must be accompanied by a Bid Security. The amount of the Bid Security shall be PKR 25 million.
  9. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
  10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
