The Republic of Tajikistan has received financing from the World Bank toward the cost of the “Strengthening Resilience of the Agriculture Sector Project” additional financing and intends to apply part of the proceeds for consulting services.

The State Institute “Agriculture Entrepreneurship Development” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Qualification requirements are:
1. At least 5 years of experience in the field of communication and awareness raising, advocacy campaigns and events (including digital campaigns) in support of the implementation of information projects;

2. At least 3 years of experience in conducting media campaigns for projects funded by the World Bank or other donor organizations;

3. Experience in working with government and/or non-government organizations in providing similar services. Experience in working with international organizations will be an advantage.

The credibility of mentioned experience shall be presented in a list of the required similar project/contracts as required above, including description of services provided (including information on contract value, contracting entity/client, project location/country, duration, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting and main activities) and accompanied by certificates/confirmation of orderly fulfilment of the contracts verified by other party from such contracts.

The selection of consultants will be conducted using the Consultant Qualification Selection (CQS) method, in accordance with the World Bank’s procedures and the Procurement Rules for IPF Borrowers, titled "Procurement under Investment Project Financing: Goods, Works, Non-Consulting and Consulting Services" (July 2016, revised September 2023).
