ENGAGEMENT OF TRAINING SERVICE PROVIDERS (TSPs) FOR SELECTED SECTORS AND SKILLS IN THE SIX (6) GEO-POLITICAL ZONES OF NIGERIA

The Federal Government of Nigeria through the Federal Ministry of Education has received a Credit Facility from the World Bank toward the cost of implementing the IDEAS Project and intends to apply part of the funds to finance the Nigeria Youth Employment Skills Acquisition Fund (“NYESAF”).
Purpose of the Assignment
The services seek to engage Training Service Providers (TSPs) to provide skills training in selected sectors across the six geopolitical zones of Nigeria.
The objective of the activity is to increase youth employment and income generation, particularly among those aged 15-35 years who are not employed or engaged in education or training, or who are underemployed or under-skilled. The Federal Ministry of Education through the Innovation Development and Effectiveness in the Acquisition of Skills (IDEAS)Project now invites eligible firms (“Training Service Providers”) to indicate their interest in providing the Services. Interested Applicants should provide information demonstrating that they have met the required eligibility criteria for the EOI Stage, qualifications and relevant experience to perform the Services as stated in the EOI and Request for proposal document (RFP) respectively.
Selection of the Training Service Providers
Applicants will be selected in accordance with the Consultants Qualification (CQS) method set out in the Procurement Regulations for IPF Borrowers (February 2-25) revised in and open to all eligible firms as defined in the Procurement Regulations. Procurement will be carried out in accordance with Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, setting forth the World Bank’s policy on conflict of interest..
Applicants may associate with other firms in the form of a Consortium/joint venture to enhance their qualifications. All parties in both agreement shall be jointly and severally liable for the entire contract if selected.

Visit the IDEAS Project MIS onhttps://ideasprojectng.com/tsp/; Click on get started, Click the NYESAF tab, Click apply on the sector/Skill applicable and available for your TSP; Download the EOI form template to be filled (if not yet downloaded); Click apply; Fill the required information,an email verification will be sent to your email to activate your user account; login to your account and provide all necessary documents as requested for the EOI and submit; You will be notified on your dashboard as you proceed (when your EOI is reviewed and you qualify, you will be prompted to proceed to upload your RFP) always check your dashboard to track your progress.;. Eligibility criteria:
ONLY Applicants that meet EOI shortlisting criteria as detailed in the TOR will be allowed to download and submit the RFP on the Portal.
PLEASE note that the 1st stage (EOI) and 2nd Stage (RFP) will run concurrently. Early application for the EOI stage will give sufficient time to complete the RFP stage.
PRE Proposal meetings shall be held in each of the 6 Geopolitical zones; North-central (Abuja), North-West (Kano), South-East (Enugu), South-South (Benin City), North-East (Gombe) and South-West (Lagos). Contact NYESAF programme officer on 08091154911.
