Description : GGGI Ethiopia Country Office invites eligible firms and entities to submit their bids for the following scope of work:
PROJECT BACKGROUND:
The Global Green Growth Institute, in partnership with the Ethiopian Forestry Development (EFD) and the Ministry of Finance (MoF), is supporting the implementation of the Reducing Emission from Deforestation and Degradation plus (REDD+) Investment Program Phase Two (RIP-II), a flagship national initiative designed to reduce emissions from deforestation and forest degradation and enhance carbon stock in Ethiopia. This consultancy assignment to develop an integrated Safeguards Information System (SIS), Forest Carbon Registry, and mobile data collection platform is a core activity under Outcome 4 of RIP II: "REDD+ MRV strengthened and Results Based Payment piloted." The RIP II program builds on the success and lessons learned from RIP-I, and it aims to deliver transformative change across forest landscapes by strengthening participatory forest management, restoring degraded forests, and promoting sustainable forest-based livelihoods. GGGI, alongside the United Nations Development Program (UNDP) and Centre for International Forestry Research (CIFOR,) serves as a Technical Assistance Partner (TAP) to EFD for the implementation of RIP II. Central to the RIP-II Monitoring, Reporting, and Verification (MRV) framework is the establishment of a modern digital infrastructure to support transparent safeguards monitoring, carbon accounting, and data sharing-facilitated by the systems to be developed under this assignment.
At the 16th Conference of the Parties (COP16) to the United Nations Convention on Climate Change (UNFCCC) in Cancun, 2010, a set of seven safeguards principles were adopted, which are to be promoted and applied when undertaking REDD+ actions. These safeguards principles aim to ensure that REDD+ actions do not cause negative social or environmental impacts. Safeguards can be broadly understood as actions that aim to address both direct and indirect impacts on communities and ecosystems, by identifying, analyzing, and ultimately working to manage risks and opportunities. If designed and implemented appropriately, safeguards can help, REDD+ provides a suite of multiple benefits such as biodiversity conservation.
Countries aiming to implement REDD+ activities under the UNFCCC must ensure their REDD+ actions, regardless of the source and type of funding, are implemented in a manner consistent with the Cancun safeguards:
• Must develop a system for providing information on how the Cancun safeguards are being addressed and respected, known as a safeguard information system (SIS); and
• Shall provide a summary of information on how all the Cancun safeguards addressed and respected throughout the implementation of REDD+ activities.
The SIS is intended to track the application and respect of the UNFCCC Cancun Safeguards throughout the implementation of REDD+ activities at subnational and national levels. The Forest Carbon Registry will provide a secure, transparent, and traceable platform to manage project registration, issuance, transfer, and retirement of carbon credits. The mobile application will enable decentralized, real-time data collection on safeguards and carbon activities by communities and frontline officers. Together, these systems will enhance Ethiopia’s readiness to access results-based payments and meet national and international reporting obligations.
This assignment contributes directly to Ethiopia’s commitment under its National REDD+ Strategy and CRGE (Climate Resilient Green Economy) Strategy, aiming to increase forest cover, reduce GHG emissions, and foster inclusive green growth. Through the deployment of these systems, Ethiopia will improve its safeguards transparency, accelerate readiness for carbon markets, and strengthen data-driven forest sector governance.
ASSIGNMENT OBJECTIVE:
The overall objective of the assignment is to develop an integrated, user-friendly, and secure web-based platform comprising a Safeguards Information System (SIS), Forest Carbon Registry, and a mobile application to support the implementation of Ethiopia’s REDD+ Strategy.
IMPORTANT TIMELINES:
The tender submission deadline is 20 June 2025, 16:00 pm KST (Korean Standard Time) / 10:00 am EAT.
If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if they are received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST).

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).
HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the `Supplier Guidance` area of the portal for further information.
ONLINE TENDER MANAGEMENT
Once in the Tender Management Area for the tender, there are five possible tabs: ‘Tender’, `Tender Documents`, ‘Correspondence’, ‘Clarifications’ and ‘History’. Select the 2nd tab (`Tender Documents`) where you will find useful information regarding the RFP. Scroll down to the heading ‘Tender Documents Received’ where you will be able to view / download the documents.
OPTING IN & OPTING OUT:
Please note that you may be required to ‘Opt In’ before you can start populating your response. The ‘Opt Out’ functionality will also be available throughout the duration of the tender process. Opting out will give you the option of declaring you no longer want to receive any further communication in relation to this tender along with the opportunity of providing comments and feedback for this decision. You can choose to ‘Opt In’ at any time during the tender process if you initially decided to ‘Opt Out’.
SUBMITTING YOUR RESPONSE VIA THE PORTAL:
Please note that you may be required to ‘Opt In’ to be able to submit a response through the portal. Tenderers will be required to upload any mandatory Placeholders (i.e., specified documents) within the `Tender Documents` tab. The ability to attach additional documents may also be available. Your proposal will not be submitted until you click `Submit Return`, located towards the bottom of the screen. On clicking `Submit Return`, you will receive a receipt confirming that your proposal has been submitted to GGGI.
