Description : Global Green Growth Institute in Paraguay invites eligible firms to submit their proposals for the provision of consulting services to develop the Paraguay National Green Job Strategy.
PROJECT BACKGROUND AND OBJECTIVES:
GGGI has been active in Paraguay since 2018, collaborating with the Government of Paraguay to advance green growth policies and investments. Key partners include the Ministry of Environment and Sustainable Development (MADES), the Ministry of Economy and Finance (MEF), and Paraguay’s Development Finance Agency (AFD), driving progress across various sectors.
In partnership with MEF, GGGI is launching a new Green Climate Fund (GCF)-funded technical assistance project titled “Strengthening the National Designated Authority, Candidate Direct Access Entity, National Programming Process, and Development of Strategic Frameworks for Low-Carbon Development in Paraguay.” This initiative aims to enhance Paraguay’s capacity to access, manage, and coordinate GCF resources, track climate finance flows, integrate climate action into planning and budgeting, and catalyze private sector investment in climate mitigation.
Key project’s objectives include:
• Strengthening MEF’s capacity as Paraguay’s Nationally Designated Authority (NDA) to effectively coordinate and manage GCF funding and track climate finance flows.
• Supporting AFD’s accreditation process to meet GCF’s standards and criteria.
• Operationalizing Paraguay’s Green Taxonomy to provide clear definitions for green assets and investments, fostering transparency and investor confidence.
• Integrating climate indicators and targets into the Paraguay National Development Plan 2050, including a strategy to drive green job creation and sustainable economic growth.
Under the framework of this project, MEF and GGGI are seeking an experienced consulting firm (hereinafter referred to as “service provider”) to support the development of the National Development Plan’s Green Job priorities, and the development of Paraguay Green Employment Strategy.
The objective of this assignment is twofold:
1. Provide the Ministry of Economy and Finance (MEF) with inputs and recommendations for integrating green job priorities, targets, and indicators into Paraguay’s National Development Plan 2050.
1. Develop Paraguay National Green Job Strategy, including an actionable plan to maximize Paraguay’s green employment creation potential.
PROPOSED ACTIVITIES AND SCOPE OF WORK:
1) Proposed Activities for the Overall Project
The project is structured into two interconnected components, aimed at integrating green job priorities into Paraguay’s National Development Plan 2050 and developing a comprehensive National Green Job Strategy with a clear implementation roadmap.
Component 1: Integration of Green Job Priorities into the National Development Plan 2050
This component focuses on providing data-driven inputs, recommendations, and narrative development to ensure that green employment priorities, targets, and indicators are effectively incorporated into Paraguay’s long-term development strategy. It includes the following deliverables:
• Deliverable 1: Project Workplan and Baseline Assessment of Green Employment in Paraguay
• Deliverable 2: Green Job Creation Potential, Indicators, and Targets
• Deliverable 3: Development of the "Green Employment" Chapter of the National Development Plan 2050
Component 2: Development of the Paraguay National Green Job Strategy
This component involves the design and implementation framework for Paraguay’s National Green Job Strategy, providing an actionable plan to maximize green employment creation. It includes:
• Deliverable 4: Global Green Job Strategies Review
• Deliverable 5: National Green Job Strategy: Methodology
• Deliverable 6: National Green Job Strategy: Definition, Characteristics, Baseline, and Potential
• Deliverable 7: National Green Job Strategy: Targets, Strategy, and Action Plan
• Deliverable 8: National Green Job Strategy: Governance Mechanism, Monitoring, and Reporting
• Deliverable 9: Compilation and Final Validation of the National Green Job Strategy
Stakeholder Engagement and Governance
To ensure strong institutional coordination and stakeholder alignment, the Service Provider will maintain close collaboration with a Green Job Expert Roundtable. The Roundtable will be established during the project inception phase, co-led by MEF and GGGI, and will include representatives from relevant ministries, agencies, and experts. The Roundtable will serve as a platform for consultation, validation, and refinement of project deliverables, ensuring that the strategy is evidence-based, inclusive, and aligned with national priorities.
2) Scope of Work
a) Deliverable 1: Project Workplan and Baseline Assessment of Green Employment in Paraguay
This deliverable aims to establish the workplan of the assignment and set the basis for a clear understanding of the current state of green employment in Paraguay.
By defining green jobs, assessing existing employment across economic sectors, and categorizing jobs based on objective features, this baseline will serve as the foundation for future strategy development. In the baseline assessment, the socio-economic benefits of green job creation will also be analyzed to highlight the potential positive impacts on the economy and society.
The Deliverable will consist of a report outlining:
• Project workplan, confirming the timeline for the development, validation and approval of deliverables. The workplan will identify relevant milestones, including deliverable completion, validation roundtables, key submission deadlines to comply with MEF’s processes.
• Definition of green jobs.
• Baseline assessment of green jobs by economic sector and sub-sector in Paraguay.
• Green job ecosystem in Paraguay, identifying relevant policies and strategies, key ministries and agencies, green employment demand, formal training offer, among others.
• Categorization of green jobs based on objective features (e.g. sector, climate change mitigation or adaptation, etc.).
• Socio-economic benefits analysis of green job creation.
• At least two consultations with the Green Job Expert Roundtable (chaired by MEF and comprising relevant ministries, agencies, private sector representatives, academia, and civil society) to gather insights and validate findings. This will include delivering a presentation to the members of the Roundtable on the scope and objectives of the assignment.
b) Deliverable 2: Green Job Creation Potential, Indicators, and Targets
This deliverable will assess and quantify the potential for green job creation across various economic sectors, providing the MEF with key inputs to define clear indicators and targets for green employment growth. These recommendations will be integrated into Paraguay’s National Development Plan 2050 to support a just and sustainable economic transition. Additionally, a governance framework will be proposed to ensure effective monitoring, accountability, and implementation of green job initiatives.
The Deliverable will consist of a report outlining:
• Identification and quantification of green job creation potential across key economic sectors and sub-sectors.
• Recommendations for measurable indicators and employment targets to be incorporated into the National Development Plan 2050.
• Quantification of the socio-economic benefits associated with achieving the proposed green job targets.
• Analysis of key enablers and challenges in meeting green job targets, with recommendations for actionable strategies (to be further refined in Deliverable 7).
• Definition of institutional responsibilities, including the roles of relevant ministries, monitoring mechanisms, and reporting structures to oversee implementation.
• At least two consultations with the Green Job Expert Roundtable to validate findings and ensure alignment with national priorities.
c) Deliverable 3: Development of the “Green Employment” Chapter of the National Development Plan 2050
This deliverable consolidates the key findings from Deliverables 1 and 2 into a structured chapter for inclusion in Paraguay’s National Development Plan 2050. It ensures alignment with the Ministry of Economy and Finance (MEF) guidelines, integrating data-driven insights and strategic recommendations into a clear, actionable framework for green employment growth.
The deliverable will include:
• A structured narrative that synthesizes the findings from Deliverables 1 and 2.
• Alignment with the National Development Plan’s table of contents, narrative style, and design structure.
• Policy recommendations and strategic actions for green job creation, ensuring coherence with Paraguay’s broader sustainable development objectives.
d) Deliverable 4: Global Green Job Strategies Review
This deliverable presents a comparative analysis of successful green job strategies from other countries, offering valuable insights to inform Paraguay’s green employment policies. By identifying best practices and lessons learned, the review will support evidence-based policymaking, helping Paraguay adopt effective approaches while avoiding common implementation challenges.
The deliverable will include:
• Identification and mapping of five international green job strategies from diverse economic and policy contexts.
• A 3–5 page summary per strategy, covering key components, totaling 15–25 pages (excluding bibliography).
Comparative analysis of: Green job definitions, indicators, and targets used in different countries.
Implementation progress and policy effectiveness.
Key lessons learned and best practices relevant to Paraguay’s context.
e) Deliverable 5: National Green Job Strategy: Methodology
This deliverable establishes the framework and methodological approach for developing Paraguay’s National Green Job Strategy. It defines the objectives, scope, structure, and validation processes to ensure a transparent, inclusive, and effective strategy development process.
The deliverable will include:
• A clear methodology outlining the approach, objectives, content, and structure of the strategy.
• A development and validation timeline, detailing key milestones and deliverables.
• An engagement plan for the Green Job Expert Roundtable, specifying roles, responsibilities, and consultation processes.
• At least one consultation with the Green Job Expert Roundtable to validate the proposed methodology.
f) Deliverable 6: National Green Job Strategy: Definition, Characteristics, Baseline, and Potential.
This deliverable builds on previous assessments to provide a comprehensive analysis of Paraguay’s green jobs landscape. It refines green job definitions, establishes a baseline, and identifies sectoral opportunities for employment growth in the green economy. The insights will form the foundation for Paraguay’s National Green Job Strategy, offering greater depth and methodological rigor than the National Development Plan 2050.
The deliverable will include:
• Development of strategy chapters covering: Green job definitions and characteristics, aligned with international best practices.
• Baseline assessment, detailing the current state of green employment in Paraguay.
• Green job potential, identifying key sectors and growth opportunities.
• Stakeholder validation process, including: At least one consultation with the Green Job Expert Roundtable to validate the proposed methodology.
• Presentation of findings, sharing of draft documents, and incorporation of stakeholder feedback.
These chapters will provide greater detail and methodological background than the National Development Plan.
g) Deliverable 7: National Green Job Strategy: Targets, Strategy and Action Plan
This deliverable translates Paraguay’s green employment vision into a practical, results-driven action plan, outlining the necessary steps to achieve sector-specific job creation targets. It will define key investments, policy incentives, and enabling conditions required to foster a robust green labor market, ensuring inclusivity and private-sector engagement.
The deliverable will include:
• Development of an actionable strategy, detailing:
Sector-specific job creation targets and their projected socio-economic benefits.
Priority actions (e.g., investments, projects, policies, training programs) with a clear timeline and responsible entities.
Enabling conditions such as policy incentives, funding mechanisms, and capacity-building initiatives.
Identification of funding sources to support implementation.
Defined roles for both public and private sectors, maximizing private-sector participation in green job creation.
1–3 consultations with relevant ministries and agencies to refine priority actions and confirm institutional responsibilities.
At least one consultation with the Green Job Expert Roundtable, ensuring stakeholder alignment through presentations, draft sharing, and feedback incorporation.
• Stakeholder validation process, including:
The strategy will emphasize equitable opportunities for women, youth, and vulnerable groups, ensuring an inclusive and sustainable transition to a green economy.
h) Deliverable 8: National Green Job Strategy: Governance Mechanism, Monitoring, and Reporting
This deliverable establishes a governance framework to ensure the effective implementation, monitoring, and reporting of Paraguay’s National Green Job Strategy. By defining clear roles, responsibilities, and accountability mechanisms, it will enable continuous tracking of green job targets and progress, ensuring alignment with national development priorities.
The deliverable will include:
• Governance framework design, specifying: Institutional roles and responsibilities for strategy oversight and execution.
• Coordination mechanisms between public and private stakeholders.
• Decision-making structures to support implementation.
• Monitoring and reporting framework, including: Key performance indicators (KPIs) to track progress on green job creation.
• Data collection and reporting mechanisms to ensure transparency and accountability.
• Integration of green job targets into Paraguay’s National Development Plan 2050.
• Stakeholder validation process, including: Consultations with governance mechanism members to refine roles and responsibilities.
• Engagement with the Green Job Expert Roundtable for feedback and validation.
By providing a clear institutional structure, this deliverable will ensure long-term implementation, accountability, and continuous improvement of Paraguay’s green jobs agenda
i) Deliverable 9: Compilation and Final Validation of the National Green Job Strategy
This final deliverable consolidates all previous findings into a comprehensive, structured, and actionable strategy document: the Paraguay National Green Job Strategy. It ensures coherence across all components, providing decision-makers with a clear roadmap to drive green job creation. The deliverable will also facilitate stakeholder discussions and policy adoption through a structured validation process.
The deliverable will include:
• Final strategy document, integrating Deliverables 5–8 into the Paraguay National Green Job Strategy.
• Summary of stakeholder consultations and validation meetings, ensuring transparency and alignment with national priorities.
• Executive Summary (maximum 10 pages) tailored for policymakers, highlighting key insights, strategic priorities, and implementation steps.
• Presentation deck (15–30 slides) to facilitate discussions with key stakeholders and decision-makers.
Final validation process, including: A review and approval session with the Green Job Expert Roundtable.
Refinement of the document based on feedback from government and key stakeholders.
This deliverable ensures the strategy is actionable, well-structured, and aligned with Paraguay’s sustainable development goals, paving the way for effective implementation and long-term impact.

IMPORTANT TIMELINES:
The tender submission deadline is JUNE 16, 2025 16:00 HRS KOREAN STANDARD TIME (KST).

Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).
HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal.
