Eligibility criteria: Eligible organizations must be consulting entities from member countries or designated territories of the Inter-American Development Bank (IDB). These member countries include, but are not limited to, Germany, Argentina, Austria, Spain, and the United States, among others. Eligible territories are departments of France, the United States territories, constituent countries of the Netherlands, and the Hong Kong Special Administrative Region of China. Relevant experience in designing, implementing, and evaluating circular migration programs, particularly those involving Spain and Central America, is essential. Proficiency in both quantitative and qualitative evaluation methodologies is required, as well as a robust network of relationships with key stakeholders like governments, employers, and institutions in the mentioned regions. The consulting firms must also demonstrate experience in both market analysis and the logistical execution of multi-stakeholder activities. Moreover, collaboration with governmental bodies, financial institutions, and development foundations is expected, together with substantial experience in social innovation projects, international migration, and sustainable development. Consultants must use the BID Procurement Portal to submit their interest by the stipulated deadline and comply with the registration requirements, including the provision of a Business Partner Number. The maximum estimated budget for the consultancy services is US$150,000, and all engagement reports must be professionally presented in Spanish.
