1. This Tender Notice follows the General Procurement Notice (GPN) Reference No. WB OP00236889 published in the digital issue of Development Business on 17 July 2023.

2. Iller Bank Inc. (hereinafter referred to as the “Lender or Lead Implementer or ILBANK”) has secured a loan from the World Bank (IBRD) (hereinafter referred to as the “Lead Lender or the Bank or IBRD”) for use under the Public and Municipal Renewable Energy Project (P179867) (hereinafter referred to as “PUMREP”). Iller Bank Inc. has allocated a portion of the loan to Konya Water and Sewerage Administration (hereinafter referred to as the Employer or KOSKİ) for the financing of the “Konya Water and Sewerage Administration Solar Power Plant (SPP) Project Design, Procurement and Installation (Contract No.: KOSKİ- PUMREP- W1)”.

3. Konya Water and Sewerage Administration invites suitable bidders to submit sealed bids in accordance with the World Bank procurement principles and procedures for the Design, Supply and Installation of the Solar Power Plant (SPP) Project.
Scope of work; Konya Water and Sewerage Administration Solar Power Plant (SPP) Project Design, Supply and Installation Contract period is 240 (two hundred and forty) calendar days excluding the Defects Liability Period. The Defects Liability Period is 365 (three hundred and sixty five) days.

4. The tender will be conducted through national competitive bidding via a Request for Proposals (RfB) in accordance with the World Bank’s “Rules for Procurement by Borrowers for Investment Projects (IPF)” (November 2020 revision) and is open to all Bidders as defined in the Procurement Regulations.

5. Interested eligible Bidders may obtain more detailed information by contacting the Konya Water and Sewerage Administration in person and/or via fax/e-mail at the address below and may review the tender documents during working hours (between 10:00 and 16:00).

6. Interested bidders may obtain the tender document prepared in Turkish by applying in writing to the address below and paying a non-refundable fee of 5,000 TL. The payment method shall be deposited to the Konya Water and Sewerage Administration General Directorate account with IBAN number TR 26 0001 5001 5800 7287 3007 23 (Vakıflar Bankası TAO) with the Contract No: KOSKİ-PUMREP-W1 written as Tender File Fee, and the fee paid to purchase the document shall not be refunded for any reason. The tender document shall be sent by post/courier service or by hand. Konya Water and Sewerage Administration General Directorate shall not be responsible for any delays that may occur in case of sending by cargo. Purchase of the Tender Document is a prerequisite for submitting an offer to the tender.

7. Bids must be delivered to the address below by 16:00 on 17/07/2025 at the latest . Electronic Bids will not be allowed. Bids delivered late will not be evaluated. Bids will be opened in the presence of the Bidders' appointed representatives at the address below on 17/07/2025 at 16:15 .

Bidders must also take into consideration any possible delays in cargo and transportation in order for their Bids to reach the Employer on the last bid submission date and time. Konya Water and Sewerage Administration General Directorate will not be responsible for any delays in cargo and transportation.

8. All bids must be accompanied by a Bid Security of 850,000.00 (Eight Hundred and Fifty Thousand) US Dollars or an equivalent amount issued by a bank acceptable to the Employer .

9. A Pre-Tender Meeting will be held on 23/06/2025 at 14:00 at the address below.
