Technical support and training project for the phase-out management plan for hydrochlorofluorocarbons in the polyurethane foam industry (Phase II)

Notice of Intent Solicitation

All relevant units:

According to the compliance requirements of the Montreal Protocol, China's polyurethane (PU) foam industry must achieve the complete elimination of 1,1-dichloro-1-fluoroethane (HCFC-141b) by 2026. Based on the experience of implementing industry plans, technical support such as alternative technology training, consulting services, and on-site guidance can effectively help companies complete the elimination of HCFC-141b and switch to alternative technologies, which will help promote the sustainable development of the industry. Based on the above situation, it is planned to select an organization to undertake the technical support and training service project for the hydrochlorofluorocarbon phase-out management plan (Phase II) of the polyurethane foam industry.

Project Goals
Develop project implementation and training plans, and compile training materials. Provide technical support to PU foam companies through training, consulting, on-site guidance, etc., to accelerate the promotion and application of alternative technologies by companies, especially small and medium-sized enterprises, to complete the elimination process (see the attached work outline for specific work content).

Project Cycle
The project is expected to start in July 2025, and the entire implementation time is expected to be 24 months.

3. Selection Method

The international implementing agency of this project is the World Bank. Therefore, the project undertaker will be selected based on the "Consultant Qualifications-based Selection" (CQS) method specified in the World Bank Consultant Guidelines.

IV. Qualification Requirements

The Ministry of Ecology and Environment's External Cooperation and Exchange Center (hereinafter referred to as the Center) now invites qualified units to submit letters of intent. Interested units must provide relevant information to prove that they have the qualifications required by the project and relevant experience in completing project work. Units that undertake this consulting service must have the following qualifications:

1. Understand the relevant policies and regulations on the phase-out of HCFC-141b in China, be familiar with common alternative technologies in the PU foam industry, and have at least 10 years of relevant work experience.

2. Understand the status, main products, contacts and other information of representative PU foam enterprises in each region.

3. Have the ability to organize training within the region; be able to track the development trend of alternatives in the international PU foam industry in a timely manner, and include new alternative application technologies in the compiled training materials.

4. Understand the characteristics and application range of common PU foam production and safety equipment, and be able to provide technical advice to enterprises based on their specific circumstances.

To improve the qualification level of bidders, interested parties may form a consortium with other companies or bid jointly as sub-consultants.

For the World Bank's conflict of interest policy, please refer to Article 1.9 of the "Guidelines for the Selection and Engagement of Consultants by World Bank Borrowers (IBRD Loans and IDA Credits)" (i.e., the "Consultant Guidelines" January 2011 edition).
