  1. The Government of Sint Maarten has received financing from the World Bank toward the cost of the Fostering Resilient Learning Project and intends to apply part of the proceeds toward payments under the contract for Reconstruction for Sister Marie Laurence School.
  2. The National Recovery Program Bureau (NRPB) now invites sealed Bids from eligible Bidders for SX-NRPB-496534-CW-RFB - Reconstruction of the Sister Marie Laurence School. The work consists of the construction of a primary school on St. Maarten.
  3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60%and for Bid cost: 40 %.

6. This procurement follows an electronic procurement system further elaborated in Bid Data Sheet ITB 21.1. Bids must submitted on or before Thursday, July 24th, 2025 @ 10:00 AM (AST).

Late Bids shall not be allowed. Bids will be opened via MS Teams in the presence of the Bidders’ designated representatives on Thursday, July 24th, 2025 at 11:00 AM (AST). Confirmation of receipt and video conferencing information will be shared.

Documents that must be signed by an authorized representative of the Bidders should include language that digital copies of these documents will be treated as if they are originals. Original documents may be requested as part of the evaluation process and will be verified by the Employer before the signing of the contract.

DocuSign may be used for the submission of legal documents (such as the Letter of Bid Securing Declaration, Authorizations, etc.) and for Contract signing.

7. All Bids must be accompanied by a Bid-Securing Declaration.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
