Eligibility criteria: Eligible consulting firms must be legally constituted in their country of origin, and may come from any eligible country as specified in the IDB's consultant procurement policies. Firms must have a minimum of 3 years of establishment by the publication date. They should demonstrate general experience with at least two system development projects in the last 5 years, each with a minimum billing of USD 200,000, excluding taxes, and involving a project team of at least 4 people and 600 man-hours monthly. The tender allows for joint ventures or subcontracting to enhance qualifications, with the primary contractor being the firm with the required nationality as representative in cases of associations. Specific experience in projects for Uruguay's public administration and using technologies like GIT, Sonarqube, Tekton, ArgoCD, and ElasticSearch/Kibana is valuable. Submissions, either electronically or in print, must be made by July 21, 2025.
