Assignment Title:Terms of reference for selection of national consulting firm to provide a logistic support for organization of study tours in Europe (Czech Republic, Hungary and Austria).

The Republic of Uzbekistan has received financing from the World Bank toward the cost of the Second Rural Enterprise Development Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include Terms of reference for selection of national consulting firm to provide a logistic support for organization of study tours in Europe (Czech Republic, Hungary and Austria). The main goal of this trip is to study the practices of creating and managing business incubators in abovementioned countries. Participants will gain knowledge about various business incubator models and adapt their experience for implementation in Uzbekistan.

As part of the tender procedure, the following packages are offered:

Package No. SREDP/CQS/23/08 (Europe – Czech Republic, Hungary, Austria): a group of 14–15 participants are expected.

Consulting firms are allowed to submit tender documents for one of the packages or for both packages simultaneously.

The Second Rural Enterprise Development Project Implementation Unit (PIU) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The organizational company should have the following experience:

• Experience in organizing study trips for at least 5 years.
• Experience in conducting at least two similar study tours to countries in Europe.

The organizational company should have key qualified personnel with following requirements:

• Availability of qualified specialists capable of organizing meetings, developing training programs and conducting trainings.
• Knowledge of the specifics of business incubation in the specified countries and preliminary contacts with key institutions.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s qualifications-based selection method set out in the Procurement Regulations.
