Description : GGGI Indonesia Country Office is inviting eligible consulting firms and service providers to submit their proposals for the following scope of work under the RE-ACT project:
PROJECT BACKGROUND:
As part of the Indonesia country program, GGGI is implementing the “Renewable Energy–Accelerated Transition” (RE-ACT) which offers technical assistance to Indonesia to achieve its renewable energy and net zero emission targets. The RE-ACT is led by the Directorate for Various New and Renewable Energy/Direktorat Aneka Energi (DAE) at the Directorate General for New Energy, Renewable Energy and Energy Conservation/Energi Baru, Terbarukan, dan Konservasi Energi (DG EBTKE), Ministry of Energy and Mineral Resources (MEMR), as the executing government agency. The Ministry of National Development Planning (BAPPENAS) is the co-chair of the RE-ACT project. RE-ACT is based on the hypothesis that there is very significant potential in renewable energy investments in Indonesia, which are currently held back by policy barriers and a lack of proven investment models for private investors. RE-ACT started in October 2021 and has a duration of 5 years. With funding from the Government of New Zealand, RE-ACT works with the Indonesian Government to address policy hurdles and impediments to help create an enabling policy environment to stimulate private investment in renewable energy and, in turn, allow for more ambitious NDC.
The RE-ACT project will be supporting MEMR in assessing the actual impact of renewable energy on job creation from all stages of development including manufacturing, planning, construction, operation, and decommissioning as well as the gender inclusion and educational attainment to align with a just and inclusive transition. Given the expansive nature of the renewable energy sector, this study will focus on the solar PV technology in order to obtain more accurate and relevant result. Moreover, solar PV presents significant growth potential, aligning with global trends and reflecting the Government of Indonesia’s commitment to position solar energy as a key pillar of the country’s renewable energy strategy. Focusing on solar PV enables a more targeted and in-depth assessment, ensuring the findings are both accurate and relevant to inform effective, evidence-based policies for Indonesia’s energy transition
The RE-ACT project will be conducting an Impact Analysis of Solar Power Plant Development on Job Creation in Indonesia, aiming to improve policymaking and guide strategic interventions, specifically for job creation as well as creating an enabling policy environment that addresses key socio-economic impact thus improving policy certainty and attracting investments. Therefore, the objectives of the impact analysis include:
• Developing a methodology to accurately quantify job creation from solar power plant development in Indonesia and within the supply chain.
• Identifying the types of skills needed (STEM or non-STEM) across all stages of solar power plant development in Indonesia.
• Assessing gender representation and participation across all stages of solar power plant development in Indonesia.
• Identifying barriers to achieving gender balance in entry, retention, and advancement throughout the solar power project lifecycle in Indonesia.
• Developing policy recommendations to promote gender balance and inclusive participation in solar energy development.
OBJECTIVE OF THE ASSIGNMENT:
GGGI will engage the services of a Consulting Firm possessing expertise in the socio-economic impact of renewable energy transition. A Consultant with strong experience in social and economic analysis is preferred. The Consultant will assess the actual impact of renewable energy on job creation, specifically solar PV, across all stages of development. It is to be noted that documenting the whole process of development material and all research leading up to the final materials is a must. Collaboration with key stakeholders and adherence to the outlined deliverables are essential for the success of the project. Since the work will be undertaken in close cooperation with MEMR, GGGI and other partners, flexibility and a shared vision for the project outcome are essential. The Consultant report to the GGGI RE-ACT Project Manager while also coordinating on a day-to-day basis with the appointed MEMR focal point(s), and where applicable cooperation with other partners is required.

IMPORTANT TIMELINES:
The tender submission deadline is 4 August 2025, 16:00 pm KST (Korean Standard Time) / 15:00 pm WITA.
Note: If any bidder has any request for clarification on the TOR or any part of the tender documents, GGGI will be happy to clarify if the request is received on or before 7 days before the deadline (namely: if the tender submission deadline is 16:00 15 April KST, then the due date for submission of request for clarification is 16:00 8 April KST).
Interested parties will be required to register their details on the GGGI e-Green Procurement Portal (https://in-tendhost.co.uk/gggi).
HOW TO OBTAIN THE DOCUMENTS:
Documents can be accessed via the e-Green Procurement Portal by selecting ‘View Details’ on the relevant notice and then clicking the ‘Tender Application’ button. If you are a new supplier, you will be required to register your details. If you have an existing account, you will need to login to the portal. Please refer to the guidance documents under the `Supplier Guidance` area of the portal for further information.
ONLINE TENDER MANAGEMENT:
Once in the Tender Management Area for the tender, there are five possible tabs: ‘Tender’, `Tender Documents`, ‘Correspondence’, ‘Clarifications’ and ‘History’. Select the 2nd tab (`Tender Documents`) where you will find useful information regarding the RFP. Scroll down to the heading ‘Tender Documents Received’ where you will be able to view / download the documents.
OPTING IN & OPTING OUT:
Please note that you may be required to ‘Opt In’ before you can start populating your response. The ‘Opt Out’ functionality will also be available throughout the duration of the tender process. Opting out will give you the option of declaring you no longer want to receive any further communication in relation to this tender along with the opportunity of providing comments and feedback for this decision. You can choose to ‘Opt In’ at any time during the tender process if you initially decided to ‘Opt Out’.
SUBMITTING YOUR RESPONSE VIA THE PORTAL:
Please note that you may be required to ‘Opt In’ to be able to submit a response through the portal. Tenderers will be required to upload any mandatory Placeholders (i.e. specified documents) within the `Tender Documents` tab. The ability to attach additional documents may also be available. Your proposal will not be submitted until you click `Submit Return`, located towards the bottom of the screen. On clicking `Submit Return`, you will receive a receipt confirming that your proposal has been submitted to GGGI.
