TA-9848 REG: Pacific Private Sector Development Initiative, Phase IV - Evaluation Specialist-Team Leader (53072-001)

Objectives: The purpose of this consultancy is to lead a small team to conduct an independent, external end-of-phase evaluation of the Pacific Private Sector Development Initiative (PSDI) Phase IV. The overall objective and purpose of the evaluation is to assess the performance of PSDI towards the program outcome of improving the gender-inclusive enabling environment for private sector development, using the Key Evaluation Questions outlined in PSDI’s Monitoring and Evaluation Framework. The evaluation will assess PSDI’s Phase IV achievements and identify the program’s key challenges. The evaluation will present key findings, recommendations, and lessons learned, which will help guide future programming decisions. The scope for this evaluation includes all initiatives which occurred during Phase IV (between 1 January 2020 and 30 June 2025).
