Eligibility criteria: Eligible consulting firms must be legally constituted entities with a minimum of three years of experience in implementing national and/or local programs, projects, or interventions related to early childhood or child care at the community level. The selected firm should demonstrate its capacity to ensure quality and operational execution via a dedicated team responsible for supervision and monitoring. This includes providing necessary inputs and logistics support. A key requirement is a capable implementation node possessing profiles such as coordinator, supervisor, development facilitators, and a creative specialist for materials design. Services will be executed in La Unión district, El Salvador, and interested consulting firms from countries eligible under the IDB policies are invited to express their interest, either solo or in consortiums, following the guideline that defines the nationality based on the firm's legal incorporation location. The shortlisting will include 5 to 8 eligible firms. Expressions of interest must be submitted in writing by July 28, 2025, and should include evidence of required qualifications and relevant experience.
