Eligibility criteria: Eligible consulting firms (CF) must originate from a member country or territory of the Inter-American Development Bank (IDB), which includes countries like Argentina, Brazil, the U.S., among others, and territories such as Puerto Rico and Hong Kong. Additionally, these firms must have at least 10 years of experience in supporting projects related to innovation environments and ecosystems, and should be knowledgeable in funding acquisition processes. They may form consortia or joint ventures to enhance qualifications. The firm must create an account on the IDB's BEO Portal and update organizational profiles with a Business Partner Number for participation. Submissions should be in PDF format, with a maximum file size of 45MB due by July 31, 2025. Consulting firms must demonstrate experience and qualifications as outlined in the REOI, including strategies of public-private governance models and the ability to propose institutional directives. A multidisciplinary team is required, led by a senior consultant with at least 10 years of strategy and innovation experience. Necessary expertise includes governance of innovation ecosystems, understanding of Brazil's legal frameworks for innovation, sustainable financial strategies, stakeholder management, and broad experience in innovation management.
